RESOLUTION NO. 75-24
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, ESTABLISHING A SCHEDULE
AND PROCEDURES FOR REVIEWING THE ELEMENTS OF THE
GENERAL PLAN; AND PROCEDURES, FEES, AND POLICIES
FOR SPECIALLY INITIATED GENERAL PLAN AMENDMENTS.
WHEREAS, the City of Costa Mesa has been divided into six park
districts which provide smaller geographic areas for systematically
reviewing the General Plan; and
WHEREAS, establishment of procedures schedules and policies
regarding General Plan studies and amendments is necessary for promoting
an orderly and certain General Plan process;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Costa Mesa that the schedules, procedures, and policies set forth in
Exhibit "A" attached hereto, shall be established for the administration
of the Costa Mesa General Plan.

SCHEDULE AND PROCEDURES FOR CITY REVIEW
OF THE ELEMENTS OF THE GENERAL PLAN
Conditions rapidly change within the City requiring periodic review of the
elements of the General Plan. To facilitate an orderly and systematic review
process, Costa Mesa is establishing a schedule for reviewing each section of
the City, based on the park districts. Costa Mesa has been divided into six
park districts which have been formed on the basis of major physical boundaries
(i.e. freeways, arterials, etc.). According to Section 65311 of the Government
Code, the General Plan may only be amended three times each year - in February,
June, and October. The City will, therefore, review the General Plan within one
park district for each General Plan amendment date. The following schedule will
result in a total review of the General Plan every two years.

REVIEW PROCEDURES
1. Four months prior to the City Council review date, the City Council
shall consider which additional areas of the City require review. Requests for
review and amendments may be made by any person or group affected by the General
Plan, a minimum three-member quorum vote of the Planning Commission, or a
minimum three-member quorum vote of the City Council.
2. The City Council will direct the staff to prepare General Plan studies,
amendments, and environmental impact reports for the park district, and the
additional areas of the City selected by the Council for review.
3. The studies, amendments, and required environmental impact reports
will be presented by staff to the Planning Commission for consideration prior
to the City Council review date. Any such studies, amendments, or environmental
impact reports shall refer to significant effects, if any, upon other districts
or areas affected, not then under review.
4. The City Council may conduct Public Hearings, appoint ad-hoc citizen
review committees, or engage consultants to facilitate the review process.
SPECIALLY INITIATED GENERAL PLAN STUDIES
There may be occasions when an individual wishes to initiate a General
Plan study and amendment prior to the scheduled review date. Since General
Plan studies and environmental impact reports consume considerable amounts of
staff time, any special request for a General Plan study must be assessed an
appropriate fee.
POLICIES AND PROCEDURES FOR
SPECIALLY INITIATED GENERAL PLAN STUDIES
1. Any person may apply for a General Plan amendment by submitting a
request to the Planning Department along with a fee of $100.00 per acre or a
fraction thereof.
2. Any required environmental impact report shall be prepared by the
individual requesting the General Plan amendment in accordance with the
California Environmental Quality Act procedures of the City of Costa Mesa. The
cost for any required environmental impact report shall be paid by the applicant
for the General Plan amendment.
3. Requests for General Plan amendments must be received by the Planning
Department four months prior to a City Council review date.
