A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, ACTING AS THE EX -OFFICIO
BOARD OF DIRECTORS OF THE COSTA MESA PARK AND
RECREATION DISTRICT, DECLARING AND ORDERING CER-
TAIN TERRITORY KNOWN AS VISTA ANNEXATION ANNEXED
TO THE COSTA MESA PARK AND RECREATION DISTRICT.
THE CITY COUNCIL OF THE CITY OF COSTA MESA, ACTING AS THE EX -
OFFICIO BOARD OF DIRECTORS OF THE COSTA MESA PARK AND RECREATION DISTRICT,
DOES HEREBY RESOLVE AS FOLLOWS:
WHEREAS, the Local Agency Formation Commission of Orange County,
California, did on the 26th day of March, 1975, approve the annexation
of certain territory described as Vista Annexation to the Costa Mesa
Park and Recreation District, after application having been made for
said annexation pursuant to Section 56261, California Government Code,
and accompanied by written consent of one hundred percent (100%) of the
land owners within the territory.
NOW, THEREFORE, it is hereby found and determined as follows:
(a) That the territory proposed to be annexed is uninhabited and
that no written protests have been filed and that the written
protests filed and not withdrawn represent less than ten
percent (10%) of the number of land owners in the territory
proposed to be annexed, owning not more than ten percent (10%)
of the assessed value of land therein.
(b) That the proposed annexation will be for the interest of the
land owners and the present and future inhabitants within the
territory proposed to be annexed.
(c) That the City Council has taken into consideration as a factor
in addition to the factors hereinabove set forth, the Local
Agency Formation Commission's approval of the proposed annex-
ation.
(d) That the City Council has reviewed and considered the informa-
tion contained in the Environmental Impact Report on said
project, and accepted the same on November 19, 1974.
(e) That the territory to be annexed is contiguous to the existing
boundaries of the City of Costa Mesa and is not, nor is any
part thereof, included in any other city or similar purpose.
The City Council has hereby ordered the annexation of Vista Annex-
ation in accordance with Resolution 75-32 of the Local Agency Formation
Commission.
That the exterior boundaries of the territory annexed are as set
forth in a map and legal description attached hereto, marked Exhibit
"A", and by this reference made a part hereof.
PASSED AND ADOPTED this 5th day of August, 1975.

I, EILEEN P. PHINNEY, City Clerk and ex -officio Clerk of the City
Council of the City of Costa Mesa hereby certify that the above and
foregoing Resolution No. 75-82 was duly and regularly passed and adopted
by the said City Council at a regular meeting thereof, held on the 5th
day of August, 1975.

VISTA ANNEXATION
TO
THE COSTA MESA PARK AND RECREATION DISTRICT
Beginning at an angle point in the existing boundary of the Costa
Mesa Park and Recreation District as established by Exclusion No. 3
(River Annexation Area) per Resolution No. 61-1313 of the Orange County
Board of Supervisors dated December 20, 1961, said angle point also
being the centerline intersection of Victoria Street with Pacific
Avenue;
Thence westerly 667.10 feet along said existing boundary to the
southwest corner of Lot 35 of Tract No. 653, per map thereof recorded in
Book 19, Page 42 of Miscellaneous Maps, records of Orange County,
California;
Thence departing from said boundary of the Costa Mesa Park and
Recreation District and continuing along the boundary line of said Lot
35 through the following courses: north 220 05' 20" east 105.00 feet;
Thence north 360 46' 30" east 48.30 feet;
Thence south 840 22' 20" east 602.61 feet along the northerly line
of said Lot 35 and its easterly prolongation to a point on the non -
tangent curved centerline of Pacific Avenue as shown on said map of
Tract No. 653, said curve being concave easterly and have a radius of
300 feet; a radial of said curve to said point bears north 84o 26' 45"
west;
Thence southerly along said curved centerline through a central
angle of 060 05' 15" an arc distance of 31.87 feet;
Thence tangent to said curve and along said centerline south
OOo 32' 00" east 38.85 feet to the Point of Beginning.
The above parcel of land contains 1.537 acres.
