WHEREAS, the City Council of the City of Costa Mesa favors the existing law of the State of California (the Meyers-Milias-Brown Act) to control public agency employer-employee relations, which Act provides for meeting and conferring with recognized public employee organizations in good faith in order to resolve any conflicts and to reach agreements on matters of wages, hours, and working conditions; and WHEREAS, Senate Bill 275, if enacted, would repeal the existing system of public employer-employee labor relations and completely disrupt public employer-employee relations at the local level; and WHEREAS, Senate Bill 275 does not recognize the substantial distinctions between public and private sector employers; and WHEREAS, Senate Bill 275, if enacted, would remove the vital decision-making power from the hands of locally elected officials and relegate these decisions to non -elected persons, boards, and commissions, who are not responsible or answerable to the public; and WHEREAS, Senate Bill 275, if enacted, would impose upon local government collective bargaining and binding arbitration systems which do not take into consideration the fact that public employers are not organized, nor do they operate under the same standards and for the same purposes as a private employer; and WHEREAS, Senate Bill 275, if enacted, would permit public em- ployees the right to strike, which could seriously jeopardize the health, safety, and general welfare of the taxpaying public who have a right to rely on municipal services not being interrupted or curtailed; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa does hereby express its adamant and unalterable opposition to Senate Bill 275, which is in conflict with the existing laws concerning employer-employee relations which have proven to be the most equitable method of insuring the highest quality of public employment, while at the same time protecting the rights of public employees and local citizens.
