A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, ADOPTING THE 1995
FUNCTIONAL CLASSIFICATION STUDY AS THE HIGHWAY
ELEMENT OF THE TRANSPORTATION PLAN WITHIN THE
CITY OF COSTA MESA.
WHEREAS, in 1970, the 1968 National Highway Functional Classi-
fication Study was updated to 1970, and expanded to define a projected
1990 National Highway Functional Classification System; and J
WHEREAS, in 1973, the California Department of Public Works
initiated an update and further projection of that Study from 1990 to
1995 as a first step in complying with Chapter 1253, Statutes of 1972,
Assembly Bill 69, for the development of the Highway Element of the
California Transportation Plan; and
WHEREAS, the Metropolitan Transportation Engineering Board (MTEB)
Vice Chairman coordinated the 1995 Functional Classification Study
within their respective jurisdictions; and
WHEREAS, the Metropolitan Transportation Engineering Board is the
SCAG Committee authorized to approve the 1995 Functional Classification
Study for the Southern California Association of Governments (SCAG); and
WHEREAS, the Southern California Association of Governments is
expected to pass a resolution supporting the 1995 Functional Classifica-
tion Study developed by the MTEB members and adopted by the cities and
counties; and
WHEREAS, the 1995 Functional Classification Study would provide
the Federal Department of Transportation with facts required to make
recommendations to Congress on specific changes considered desirable
with respect to the character and size of Federal -aid systems and pro-
grams; and
WHEREAS, the 1995 Functional Classification Study would also
provide the California Legislature with the facts required to form an
objective approach to determination of criteria for future highway,
road, and street systems and programs; and
WHEREAS, City Council approval of the 1995 Functional Classifica-
tion Study will not preclude future adjustments of street classifications
due to changing population, travel, and land use; and
WHEREAS, the Functional Classification Study Map is consistent
with the Select Street System and with the 1995 Functional Classifica-
tion Systems of contiguous jurisdictions; and
WHEREAS, this 1995 Functional Classification Study for the City of
Costa Mesa has been completed and found to be satisfactory to the Cali-
fornia Department of Transportation;
NOW, THEREFORE, BE IT RESOLVED that this Council of the City of
Costa Mesa approves the 1995 Functional Classification Study as the
Highway Element of the Transportation Plan for the City of Costa Mesa. 1
