A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, OPPOSING TRANSFORMATION
OF THE SOUTHERN CALIFORNIA ASSOCIATION OF GOV-
ERNMENTS, SCAG, INTO A STATUTORY AGENCY AND
OPPOSING THE ADDITION OF ANY NEW POWERS.
WHEREAS, the Southern California Association of Governments has
endorsed and is attempting to reaffirm a position formally adopted in
1972 to have legislation enacted which would transform SCAG into a
statutory agency; and
WHEREAS, SCAG presently does not have status as a statutory agency,
membership in SCAG is optional, and SCAG acts primarily as a planning
and reviewing agency with only those regulatory powers which are necessary
to carry out these functions; and
WHEREAS, legislation making SCAG a statutory agency would require
mandatory membership by public agencies in the jurisdiction of SCAG and
would erode local control over land use decisions and state and federal
subventions by creating another stratum of regulatory power;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Costa Mesa opposes transformation of the Southern California Association
of Governments, SCAG, into a statutory agency;
BE IT FURTHER RESOLVED that the Costa Mesa City Council opposes the
addition of any new powers to SCAG and that SCAG should continue to
operate in its present capacity as a planning and reviewing agency.
