HomeMy WebLinkAbout74-92 - Urging Congress to Amend Disaster Relief Act - Local Highway Systems1 &2 RESOLUTION NO. 74-92 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, URGING THE CONGRESS OF THE UNITED STATES TO AMEND THE DISASTER RELIEF ACT TO INCLUDE ASSISTANCE FOR LOCAL STREET AND HIGHWAY SYSTEMS. ATTEST: V� City Clerk of the City of Costa M WHEREAS, the Disaster Relief Act of 1974 became Public Law 93-288 on May 22, 1974; and WHEREAS, the Congress of the United States should be commended for substantially reducing red tape and eliminating many of the undesirable provisions of the previous disaster relief procedures; and WHEREAS, the provisions of the Act will allow for the speedy restoration of disaster damaged public facilities covered under the Act, but continues the exclusion of Federal -aid roads from assistance; and WHEREAS, the major street and highway systems of cities and counties in the State of California are designated as Federal -aid roads, requiring disaster assistance requests to be processed under the lengthy and time-consuming procedures of Title 23 of the United States Code; and WHEREAS, the County Engineers Association of California Ad Hoc Committee on Storm Damage Review, Repair, and Reimbursement recommended in November, 1970, a ten -point program which stressed the need to develop a single application for filing claims under all laws for reimbursement of damaged public facilities; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa, California, urges the Congress of the United States to amend Title 23 of the United States Code to provide disaster relief assistance in the manner and procedure set forth in Public Law 93-288 for Federal - aid routes, such as the Urban and Secondary Systems, that are components of the. local city and county street and highway systems; and BE IT FURTHER RESOLVED that copies of this Resolution be sent to Senators Cranston and Tunney with additional copies being sent to the League of California Cities and the Secretary of Housing and Urban Development.
