HomeMy WebLinkAbout74-98 - Reaffirming Two-Way Frontage Road on Newport Freeway160 RESOLUTION NO. 74-98 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA REAFFIRMING ITS POSITION WITH RESPECT TO TWO-WAY FRONTAGE ROAD ON THE EAST SIDE OF THE NEWPORT FREEWAY IN THE CITY OF COSTA MESA; URGING EARLY COMPLETION OF THE ENVIRONMENTAL IMPACT REPORT ON SAID FREEWAY; URGING AN EARLY DATE FOR THE PUBLIC DESIGN HEARINGS ON SAID FREEWAY FROM BRISTOI. STREET TO THE NEWPORT BEACH CITY BOUNDARY, AND EXPRESSING REASONS THEREFOR. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: THAT, WHEREAS, on February 6, 1973, the City Council of the City of Costa Mesa held a public hearing in its Council Chambers at 77 Fair Drive, at which time the advisability and feasibility of a two-way frontage road on the east side of the Newport Freeway, between Bristol - Palisades Road on the north and Bay Street on the south was open for public discussion; and WHEREAS, there appeared at said hearing interested members of the public, representatives from District No. Seven (7) of the California Transportation Department, consultants employed by public citizens groups, and members of the City staff; and WHEREAS, a lengthy hearing was held giving all persons present an opportunity to be heard, offer evidence, and make known their position with respect to two-way frontage road as opposed to one-way frontage road; and WHEREAS, after the close of the public hearing, by motion duly made, seconded, and unanimously carried, the City Council recommended to the California Department of Transportation that two-way eastside frontage road be included in the freeway design; and WHEREAS, thereafter the City Clerk of the City of Costa Mesa, pursuant to the action of the City Council, on February 13, 1973, addressed a letter to District No. Seven (7), Division of Highways, (now California Transportation Department), setting forth the results of said public hearing and the action by the City Council, a true copy of said letter being attached to this Resolution marked Exhibit "A", and by this specific reference made a part hereof; and WHEREAS, implementation of the request for two-way frontage road on the east side of the Newport Freeway between Bristol -Palisades Road on the north and Bay Street on the south is subject to a public design hearing; and WHEREAS, said two-way frontage road may be subject to the Cali- fornia Environment Quality Act requiring an Environmental Impact Report; and WHEREAS, the City Council of the City of Costa Mesa desires to re- affirm its action taken at the conclusion of the public hearing on February 6, 1973. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa re -affirms its recommendation of February 6, 1973, that two- way traffic on the frontage road on the east side of the Newport Freeway between Bristol -Palisades on the north and Bay Street on the south be included in the freeway design; and BE IT FURTHER RESOLVED that if said two-way frontage road is subject to the California Environment Quality Act, that Environmental Impact Report studies be completed as soon as possible; and 15! BE IT FURTHER RESOLVED that the California Department of Trans- portation accelerate all of its activities and procedures with respect to the Newport Freeway, in order to accomplish these ends; and BE IT FINALLY RESOLVED that a copy of this Resolution be forwarded to District No. Seven (7) of the California Transportation Department in Los Angeles for their attention. Ayanian Division of Highways District 7 Post Office Box 2304 Los Angeles, California 90054 Dear Mr. Ayanian: The City Council of the City of Costa Mesa, on February 6, 1973, held a public hearing regarding the Newport Freeway frontage road, two-way versus one-way traffic between Bay Street and Bristol - Palisades Road. Mr. Robert Blocker, Assistant District Engineer for Design, and Mr, Norman Brinkmeyer, Assistant District Engineer, Design B, District 7, State Division of Highways, took part in the proceedings. After lengthy discussion, the Council went on record as making recommendation to the State Division of Highways to include two-way traffic on the frontage road on the east side of the Newport Freeway, between Bay Street and Bristol -Palisades Road. During the meeting, Freeway Committee Chairman, Councilman A. L. Pinkley, requested Division 7 to expedite the precise route and design study so the City can go forward on their redevelopment plans as soon as possible.
