HomeMy WebLinkAbout75-10 - Regarding Commercial Air Facilities be on West Side of Orange County AirportRESOLUTION NO. 75-10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA URGING THE ORANGE COUNTY BOARD OF SUPERVISORS TO DEVELOP COMMERCIAL AIR FACILITIES ON THE WEST SIDE OF THE ORANGE COUNTY AIRPORT; STATING REASONS THEREFOR; AND OFFERING THE SUPPORT OF THE CITY OF COSTA MESA FOR THIS PROJECT. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: THAT, WHEREAS, vacant undeveloped land exists on the west side of the Orange County Airport, suitable in size and location for a commer- cial passenger air terminal; and WHEREAS, the longest runway at Orange County Airport is the westerly runway used by commercial passenger aircraft which can be readily adapted to taxi -ways for said aircraft to a terminal on the west side of the field; and WHEREAS, the establishment of a commercial passenger terminal on the west side of the Orange County Airport will shorten ground taxi and take -off times, tending to minimize extended flight patterns over nearby cities for landing aircraft; and WHEREAS, the establishment of a commercial passenger terminal on the west side of the airport will not result in increased noise or increased air traffic; and WHEREAS, the establishment of a commercial passenger terminal on the west side of the field will produce additional ramp area for badly needed private aircraft parking facilities in the space now used by commercial passenger airlines; and WHEREAS, the removal of commercial passenger airline ticket facilities from the present eastside Administration Building to a new passenger terminal on the west side of the airport will release space in said building for airport administrative offices, and will provide rental space to produce income for the County of Orange; and WHEREAS, the establishment of a commercial passenger terminal on the west side of the Orange County Airport will afford a better oppor- tunity to design access from the San Diego Freeway and from the Corona del Mar Freeway, now under construction; and WHEREAS, the establishment of a commercial passenger airline terminal on the west side of the airport will place a portion of the ground aircraft traffic in closer proximity to the airport control tower resulting in greater safety for ground traffic, passengers, and expen- sive airline equipment; and WHEREAS, the present passenger terminal located on the east side of the Orange County Airport is totally inadequate, both from the standpoint of passenger convenience and confort, and efficient operation of the ticket counters, rental car agencies, restaurant, and baggage check, defeating the whole process of convenient air travel; and WHEREAS, the location of the present terminal at the Orange County Airport has resulted in poor and inconvenient access from the San Diego Freeway, MacArthur Boulevard, and Jamboree Road, resulting in continuous and unreasonable congestion of moving traffic to and from the airport, and to the businesses and commercial activities on Campus Drive; and WHEREAS, public parking facilities are totally inadequate, being currently partially occupied by airport personnel and commercial passen- ger airline flight crews, to the exclusion of the general public using airport facilities; and WHEREAS, the establishment of a commercial passenger terminal on the west side of the Orange County Airport will provide the level of service which the air passenger citizens of Orange County are entitled to; NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of Supervisors consider favorably the establishment of a commercial air passenger terminal on the west side of the Orange County Airport, along with appropriate satellite facilities in the form of rental car facil- ities, taxi facilities, passenger parking facilities, restaurant, and appropriate access to the San Diego Freeway and the Corona del Mar Freeway; BE IT FURTHER RESOLVED that the existing terminal on the east side of the Orange County Airport be made available for expanded airport administrative offices, and for lease or rental to private concerns creating income for the County of Orange; BE IT FINALLY RESOLVED that the Board of Supervisors be urged to undertake forthwith, whatever steps are necessary to initiate this project.
