A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA ESTABLISHING A COMMENCEMENT DATE FOR
RECORDING OF COSTS INCURRED IN THE PLANNING AND
PREPARATION OF AN APPLICATION FOR FUNDS UNDER
THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF
1974.
WHEREAS, the Housing and Community Development Act of 1974 requires
development of various plans, programs, processes, and certificates
prior to the filing of an application; and
WHEREAS, to insure that plans and projects to be funded by said
act are properly designed and carried out, work must begin immediately;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Costa Mesa establishes December 17, 1974, as the commencement date for
the recording of costs incurred by the City in the planning and prepar-
ation of an application for funds under the Housing and Community
Development Act of 1974; and
BE IT FURTHER RESOLVED that City costs recorded after said date may
be reimbursed only if funds are available under said Act and if a grant
application which complies with the adopted Housing and Development
Regulations has been submitted.
PASSED AND ADOPTED this 17th day of December, 1974.
