HomeMy WebLinkAbout76-99 - Development of Plans for Low and Moderate Income HousingRESOLUTION NO. 76-99 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, RECOMMENDING THE DEVELOP- MENT OF PLANS FOR LOW AND MODERATE INCOME HOUSING. WHEREAS, Congress passed Public Law 93-383 (Housing and Community Development Act of 1974) on August 22, 1974; and WHEREAS, shortly thereafter, in September, 1974, the subcommittee on Housing and Committee on Banking and Currency House of Representa- tives, 93rd Congress, Second Session, published a directory of eligible recipients for Public Law 93-383 funds; and WHEREAS, the City of Costa Mesa is listed as an eligible recipient on Page 23 of this document now on file with the City of Costa Mesa; and WHEREAS, thereafter and on April 16, 1976, a formal application for funds was made on forms provided by Housing and Urban Development in accordance with their rules and regulations; and WHEREAS, this formal application provided, among other things, for land acquisition for the purpose of developing housing for low and moderate income families and individuals, said application estimated that the City's current housing needs for lower income elderly and handicapped is approximately 930 households (Table II, H.A.P.); and WHEREAS, said application provides for a total of One Hundred Ninety Thousand ($190,000.00) Dollars for the expenditures as heretofore provided; and WHEREAS, the City of Costa Mesa desires to implement said program as heretofore set forth by undertaking prerequisite preliminary activi- ties necessary to prepare an application for funding required to under- take the development of a housing program for low and moderate income families and individuals; and WHEREAS, the City Council has taken certain prior actions to implement said housing program including: 1. The authorization for the City Manager to negotiate an agree- ment with the firm of Robert and Since Coles, to serve as the exclusive developer to prepare all applications, forms, and documents required by the D.H.U.D. to secure Federal funds to construct a housing development for low and moderate families and/or individuals; and 2. Authorize the staff to secure appraisals of specific sites within the City of Costa Mesa which may be suitable for the construction of said housing development. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa is committed to the development of housing for low and moderate income families and individuals and authorizes and directs its staff to: 1. Take all necessary steps to prepare the doumentation required to secure Federal funding for the construction of said housing; and 2. To submit to the Council for their approval the final proposal for development, including the site to be used. PASSED AND ADOPTED this 16th day of August, 1976.
