A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, SUPPORTING THE RECOM-
MENDED PLAN OF IMPROVEMENT FOR FLOOD CONTROL AND
ALLIED PURPOSES OF THE SANTA ANA RIVER MAIN STEM,
SANTIAGO CREEK, AND OAK STREET DRAIN THROUGH THE
COUNTIES OF ORANGE, RIVERSIDE, AND SAN BERNARDINO.
WHEREAS, the United States Army Corps of Engineers has forwarded
to the City of Costa Mesa an informational pamphlet dated November,
1975, entitled, "RECOMMENDED PLAN OF IMPROVEMENT FOR FLOOD CONTROL AND
ALLIED PURPOSES SANTA ANA RIVER MAIN STEM, SANTIAGO CREEK AND OAK STREET
DRAIN, ORANGE, RIVERSIDE AND SAN BERNARDINO COUNTIES, CALIFORNIA"; and
WHEREAS, the United States Army Corps of Engineers recommends in
said report a plan for flood control along the Santa Ana River which
includes six (6) major elements, the Mentone Dam, the reach between
Mentone Dam Site and Prado Reservoir, the enlargement of Prado Dam and
Reservoir, the channelization of the Santa Ana River below Prado Dam,
the channelization of lower Santiago Creek, and improvement of Oak
Street drain in Corona; and
WHEREAS, the City of Newport Beach plan calls for the development
of a harbor and small boat marina easterly of the Santa Ana River and
northerly of the Newport Shores area; and
WHEREAS, the City of Costa Mesa has also established as one of its
development goals to have a small boat marina easterly of the Santa Ana
River and northerly of 19th Street which is a part of the Newport Harbor
and small boat marina; and
WHEREAS, the cities of Costa Mesa and Newport Beach have asked the
United States Army Corps of Engineers to make a feasibility study of a
harbor adjacent to the Santa Ana River.
NOW, THEREFORE, BE IT RESOLVED that the United States Army Corps of
Engineers' recommendations in the report dated November, 1975, is the
preference of the City Council of the City of Costa Mesa as the recom-
mendation provides a level of flood protection commensurate with the
present and projected level of Orange County's development minimizing
the potential flood hazard and relocation of homes in Orange, Riverside,
and San Bernardino Counties, provided, however, that this recommendation
does not preclude the future development of a harbor and small boat
marina currently under study by the United States Amy Corps of Engineers
and the cities of Costa Mesa and Newport Beach.
