HomeMy WebLinkAbout76-91 - Requesting Law Change regarding Supplemental Security Income ProgramRESOLUTION NO. 76-91 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, REQUESTING THE STATE LEGISLATURE OF CALIFORNIA TO CHANGE APPROPRIATE STATE LAWS TO EXEMPT SECTION EIGHT HOUSING ASSISTANCE PAYMENTS FROM BEING CONSIDERED AS INCOME IN KIND FOR SUPPLEMENTAL SECURITY INCOME RECIPIENTS. WHEREAS, the Section 8 Housing Assistance Payments Program was designed to assist the elderly, handicapped, and disabled individuals in the society to provide decent, safe, and sanitary housing and improve their living conditions; and WHEREAS, the Section 8 Housing Assistance Payments Program enables the elderly, disabled, and handicapped to pay an affordable rent and have sufficient amount of money remaining to purchase other necessities; and WHEREAS, the present regulations of the Supplemental Security Income Program includes Section 8 Housing Assistance Payments as income in kind and, therefore, reduces the Supplemental Security Income grant considerably and in some cases completely terminates an individual from receiving Supplemental Security Income and consequently from medical coverage; and WHEREAS, this reduction of Supplemental Security Income and/or termination from Supplemental Security Income and medical coverage creates an extreme hardship on elderly, handicapped, and disabled individuals; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa that the State Legislature of California is hereby requested to change the appropriate laws regulating the Supplemental Security Income Program to exempt Section 8 Housing Assistance Payments from being considered as income or income in kind, for all recipients of Supplemental Security Income.
