HomeMy WebLinkAbout77-84 - Adopting GP-77-2D and Amending County Arterial Highway Master PlanRESOLUTION NO. 77-84 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ADOPTING PORTIONS OF GENERAL PLAN AMENDMENT GP -77-2D, CASES 1 THROUGH 13, TO THE COSTA MESA GENERAL PLAN, INCLUDING AMENDMENT TO THE CIRCULATION ELEMENT IN ACCORDANCE WITH SECTION 65357 OF THE GOVERNMENT CODE OF THE STATE OF CALIFORNIA: ADOPTING AN AMENDMENT TO THE MASTER PLAN OF HIGHWAYS FOR THE CITY OF COSTA MESA; AND REQUESTING THE COUNTY OF ORANGE TO ADOPT SAID ...- AMENDMENT INTO THE COUNTY ARTERIAL HIGHWAY MASTER PLAN. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: THAT, WHEREAS, a plan of land use for the City of Costa Mesa, known as General Plan 1990, as amended, was adopted by the City Council of the City of Costa Mesa by Resolution No. 71-27 on April 5, 1971; and WHEREAS, General Plan Amendment GP -77-2D concerns numerous parcels of land as set forth in that certain document entitled "Central Area Plan Amendments, GP -77-2D," dated June, 1977, incorporated herein by reference, treating such parcels in groupings or areas for individual- ized review and action; and WHEREAS, the Costa Mesa Planning Commission has held public hearings on same and made its recommendations to the City Council by Resolution PC -77-17, referring to such groupings or areas as set forth in said "Central Area Plan Amendments, GP -77-2D," dated June, 1977; and WHEREAS, public hearings were held before this Council on July 5, 1977, in accordance with Section 65355 of the California Government Code, all persons having been given the opportunity to be heard both for ` and against said Amendment GP -77-2D; and WHEREAS, this Council deems it to be in the best interests of the public health, safety, and welfare that certain portions of said Amendment GP -77-2D be adopted; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa that General Plan 1990 be, and is hereby amended by the adoption of portions of General Plan Amendment GP -77-2D, as follows: CASE 1. Land Use designation of the property located between 532 and 544 (even numbers) Center Street and 1860 and 1874 (even numbers) Park Avenue from Commercial to Residential, was recommended for denial by Costa Mesa Planning Commission Resolution PC -77-17. The City Council concurred with said recommendation on Case 1. CASE 2. Land Use designation of the property located between 533 and 541 (odd numbers) Center Street and 1820 and 1842 (even numbers) Park Avenue from Commercial to Residential, was recommended for approval with a subsequent rezone to R4 -CP by Planning Commission Resolution PC - 77 -17. The City Council concurred with said recommendation on Case 2. CASE 3. Amendment of the Circulation Element for the deletion of Center Street from Master Plan of Highways, between Anaheim Avenue and Harbor Boulevard, was recommended for approval by Costa Mesa Planning Commission Resolution PC -77-17. The City Council concurred with said recommendation on Case 3. CASE 4. Land Use designation of the property located north of Center Street, east of Anaheim Avenue, south of Plumer Street, and west of Park Avenue, from Residential to Park/Plaza/Open Space, was recom- mended for approval with a subsequent rezone to I and R by Costa Mesa Planning Commission Resolution PC -77-17. The City Council concurred with said recommendation on Case 4. CASE 5. Land Use designation of the property located between 562 and 596 (even numbers) Plumer Street, from Commercial to Residential, was recommended for approval with a subsequent rezone to R2 -CP by Costa Mesa Planning Commission Resolution PC -77-17. The City Council con- curred with said recommendation on Case 5. CASE 6. Land Use designation of the property located between 1736 and 1762 (even numbers) Anaheim Avenue and the vacant parcel east of 1758 and 1762 Anaheim Avenue and 565 and 567 West 18th Street, from Commercial to Residential, was recommended for approval with subsequent rezones of the property located between 1736 and 1744 Anaheim Avenue to CL, the vacant parcel east of 1758 and 1762 Anaheim Avenue to R2 -CP and 565 and 567 West 18th Street to R2 -CP, by Costa Mesa Planning Commission Resolution PC -77-17. The City Council concurred with said recommenda- tion on Case 6. CASE 7. Land Use designation of the property located at 178 Wells Place, from Residential to Commercial, was recommended for approval with subsequent rezones of the property located at 167 and 175 Cabrillo Street, 1721-1733 (odd numbers) Fullerton Avenue, 1727 and 1731 Orange Avenue and 160, 170, 182 through 192 Wells Place to R2 -CP, by Costa Mesa Planning Commission Resolution PC -77-17. The City Council took no action on Case 7, and gave direction to staff, as contained in the City Council minutes of July 5, 1977. CASE 8. Property located at 1755 and 1763-1765 Orange Avenue was recommended for rezoning to CL and the properties located between 170 and 186 Rochester Street, 1775-1797 (odd numbers) Orange Avenue and 171- 181 (odd numbers) and 189 and 193 East 18th Street, were recommended for rezoning to R2 -CP, by Costa Mesa Planning Commission Resolution PC -77- 17. The City Council concurred with said recommendation on Case 8. CASE 9. The properties located at 1831 Orange Avenue, 184 and 196 Magnolia Street were recommended for rezoning to R3 -CP and the property at 1814 Fullerton Avenue was recommended for rezoning to R2 -CP by Costa Mesa Planning Commission Resolution PC -77-17. The City Council con- curred with said recommendation on Case 9. CASE 10. Land Use designation of the property located between 115 and 147 (odd numbers) Flower Street, 126 and 137 Broadway, 118 and 140 Magnolia Street, 126 and 138 (even numbers) East 18th Street, and 1813 and 1831 (odd numbers) Fullerton Avenue, from Commercial to Residential, was recommended for approval with subsequent rezones of all properties except 126 East 18th Street and 140 Magnolia Street to R2 -CP, and properties located at 124 and 125 Broadway, and between 112 and 120 (even numbers) East 18th Street to CL, by Costa Mesa Planning Commission Resolution PC -77-17. The City Council concurred with said recommenda- tion on Case 10. CASE 11. Land Use designation of the vacant property located east of 121 East 18th Street, between 123 and 127 East 18th Street, 130, 136, and between 117 and 135 (odd numbers) Rochester Street and between 114 and 140 (even numbers) Cabrillo Street, from Commercial to Residential, was recommended for approval with a subsequent rezone to CL, by Costa Mesa Planning Commission Resolution PC -77-17. The City Council con- curred with said recommendation on Case 11. CASE 12. Land Use designation of the property located at 1703 Superior Avenue and 1711 Anaheim Avenue, from Industrial to Commercial, was transmitted without recommendation. The City Council approved Land Use designation from Industrial to Commercial. CASE 13. Costa Mesa Planning Commission Resolution PC -77-17 recommended to the City Council that the text of the Central Area Plan adopted by the City Council on November 19, 1974, be amended as follows: Revise Item 3, Residential Neighborhood Section, Page 14, to read: "Variations from these densities may be granted by the City in order to provide specialized housing projects reserved exclusively for senior citizens and/or handicapped persons. Such developments must be processed as Conditional Use Permits to guarantee compatibility with the existing and proposed development in the immediate area, conformance with all applicable Government regulations, and compliance with the intent to provide high quality living environments for the future residents." Revise first paragraph, Major Land Use Changes, Page 15, to read: "The major change between the adopted General Plan and the Central Area Plan relates to the proposed residential densities. Residential den- sities proposed in the Central Area Plan range from 25 to 35 units per net acre. Existing densities proposed for the two (2) apartment neigh- borhoods range from 15 to 30 units per net acre with an average density of 20 units per net acre. The proposed densities (25 to 35 units per net acre) will provide for the development of two and three story garden apartments and condominiums typical of current construction trends. Higher densities may be granted by Conditional Use Permit to encourage the provision of specialized housing projects for senior citizens and/or handicapped persons." The City Council concurred with said Planning Commission recom- mendation for Case 13. BE IT FURTHER RESOLVED by the City Council of the City of Costa Mesa that said Eighth Amendment, contained in the aforementioned Case 3, to the Circulation Element of the Costa Mesa General Plan, in accordance with Section 65302 of the Government Code of the State of California be, and the same is hereby ratified, confirmed, and adopted by the City Council of the City of Costa Mesa. BE IT FURTHER RESOLVED that the County of Orange be informed, and it is hereby informed, that changes or amendments have been made in the Circulation Element of Arterial Streets and Highways on the General Plan of the City of Costa Mesa, and the County of Orange is hereby requested to adopt said changes into the County Arterial Highway Master Plan and make them eligible for inclusion in the Arterial Highway Financing Program. Said changes or amendments to the Circulation Element of Arterial Streets and Highways on the Master Plan are shown on Exhibit "A", attached hereto and made a part hereof. BE IT FURTHER RESOLVED that a certified copy of this Resolution adopting said amendment to the General Plan be forwarded to the County of Orange, Road Department.
