A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, ADOPTING PROCEDURES TO
IMPLEMENT SCHEDULE II OF THE AMORTIZATION PROVI-
SIONS OF THE COSTA MESA SIGN ORDINANCE, SECTION
5-126(D)(2) OF THE COSTA MESA MUNICIPAL CODE.
WHEREAS, pursuant to Section 5-126(D)(2), Costa Mesa Municipal
Code, the Planning Commission has recommended to the City Council a
method to implement Schedule II of the amortization provisions for
signs; and
WHEREAS, public hearing has been held by the City Council and
findings made that the Sign Ordinance will ultimately be an asset to all
businesses, eliminating the clutter and large signs which make it
difficult to identify one business from another;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Costa Mesa that the recommendation of the Costa Mesa Planning Commis-
sion, a procedure to implement Section 5-126(D)(2) of the Costa Mesa
Municipal Code, adopted by Planning Commission Resolution No. PC -77-21,
is hereby approved and adopted and Exhibits A, B, and C are attached
hereto and made a part hereof.

METHOD OF IMPLEMENTING SECTION 5-126 (D)(2)
OF THE COSTA MESA MUNICIPAL CODE
Schedule II
If requested by the sign owner, an alternative schedule based on the
value of the sign on the date the Sign Ordinance was adopted (March 18,
1974) may be used.
Under $500.00 - One Year
$500.00 to $1,000.00 - Two Years
For each $500.00
Increment - Six Months
Maximum Period - Ten Years
Amortization is a system of "writing off an expenditure by pro -rating
over a fixed period". A system will be utilized which utilizes
information to establish the original expenditure. This procedure will
allow the staff to determine value at the date of construction by using:
1. an IRS Depreciation Schedule;
2. a receipt or contract for the sign;
3. a cancelled check;
4. the original permit value;
5. a certified public accountant's Certified Statement.
Once the cost of the sign is determined, staff will adjust the value to
1974 by applying the inflation factor from the Consumer Price Index
Chart (see attached Exhibit "B").
The sign owner begins amortizing the sign from the adoption date of the
Ordinance (1974) rather than the date the sign expenditure was made, and
the owner uses a 1974 value rather than the original investment cost.
If the sign owner wishes to establish an amortization period by relying
on information other than evidence of the original expenditure, a
Planning Commission hearing shall be held to determine a substitute 1974
value. For example, a sign owner may submit bids from sign companies
regarding the 1974 value of the sign. Alternative methods of cost
require judgment decisions which require Planning Commission action.
Attached is a sample application (Exhibit "C") for extended sign amorti-
zation which will be used by staff to establish the amortization period
of individual signs. Instructions for the application may be found on
the back of the form.
