HomeMy WebLinkAbout77-128 - Setting Forth Position on Urban Development StrategyRESOLUTION NO. 77-128 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, SETTING FORTH POSITIONS ON THE URBAN DEVELOPMENT STRATEGY FOR CALIFORNIA AND REQUESTING ADDITIONAL REVIEW TIME. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: THAT, WHEREAS, the Urban Development Strategy for California proposes a variety of policies which could substantially impact local government; and WHEREAS, said strategy transfers major responsibilities to regional and State levels of government further eroding the home rule principle; and WHEREAS, citizen participation at regional and State levels has been limited, traditionally and historically, to interest group lobbies, preventing average citizens from effectively voicing their concerns; and WHEREAS, the proposed policies contained in the Urban Development Strategy would result in significant environmental impacts to existing urban and suburban areas; and WHEREAS, the Urban Development Strategy fails to consider these impacts of intensified development; and WHEREAS, the Urban Development Strategy fails to investigate the capacity of existing infrastructures to support increased urbanization; and WHEREAS, the Urban Development Strategy fails to consider the social and economic impacts of the proposed goals and policies; and WHEREAS, insufficient time was given for reviewing the Urban Development Strategy and its implications; and WHEREAS, the City Council of the City of Costa Mesa has reviewed and taken a position on several of the proposed actions; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa that the State Office of Planning and Research be encouraged to extend the review period for the Urban Development Strategy so that more extensive analysis and research may be undertaken by both local governments and the Office of Planning and Research. BE IT FURTHER RESOLVED that the Office of Planning and Research be encouraged to investigate the environmental impacts of increased urbani- zation of existing populated areas and to determine the capacities of infrastructures to support intensified development. BE IT FURTHER RESOLVED that the Office of Planning and Research be encouraged to investigate the effects on citizen participation of transferring decision making responsibilities to regional and State levels of government. BE IT FURTHER RESOLVED that the Office of Planning and Research be encouraged to investigate the effects of Action 1(f) on tax increment financing for redevelopment agencies and to include in the research of Actions 10(a) and 10(b) the effects on the willingness of cities to accept new industry and commerce along with their related environmental impacts if revenue incentives are removed or reduced. BE IT FURTHER RESOLVED that the City Council of the City of Costa Mesa expresses its position on the following Actions: Proposed Actions Position 1(c) Oppose 1(g) Oppose 4(b) Support 8(a) Oppose PASSED AND ADOPTED this 17th day of October, 1977.
