A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, REQUESTING ACTION BY THE
CALIFORNIA DEPARTMENT OF TRANSPORTATION ON FULFIL-
LING TRANSPORTATION AND SAFETY NEEDS ALONG ROUTE
55 (FREEWAY) THROUGH THE CITY OF COSTA MESA.
THAT, WHEREAS, the City of Costa Mesa and the California State
Department of Transportation have recently completed a joint Preliminary
Transportation Corridor Study of Route 55 through Costa Mesa; and
WHEREAS, the Preliminary Transportation Corridor Study of Route 55
demonstrates an urgent need to improve traffic circulation in the cor-
ridor; and
WHEREAS, the City Council of the City of Costa Mesa has reviewed
the findings of said study and recommended to the State department of
Transportation that all needed operational improvements to Route 55 be
implemented over the next three years; and
WHEREAS, the City further recommended that a full Environmental
Impact Study be budgeted and authorized by the Department of Trans-
poration for fiscal year 1978-79; and
WHEREAS, the Director of the State Department of Transporation has
concurred that operational improvements along Route 55 should be devel-
oped and implemented as soon as possible; and
WHEREAS, the Director has also agreed that a complete Environ-
mental Impact Study should be initiated; and
WHEREAS, the State Department of Transportation also recommended
that the remaining Route 55 Freeway adoption between Route I and Bay
Street in Costa Mesa be rescinded.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Costa Mesa hereby calls upon the California State Department of Trans-
poration to budget, design, and construct all operational improvements
along Route 55, including but not limited to the improvements referenced
in exhibit "A" attached hereto, to protect lives and property as well as
to facilitate improved traffic circulation.
BE IT FURTHER RESOLVED that the City of Costa Mesa hereby insists
that the State Department of Transporation begin immediately the En-
vironmental Impact Study necessary for the Route 55 corridor, utilizing
any and all resources, including but not limited to outside professional
services, to complete the study in an expedient manner.
BE IT FURTHER RESOLVED that the City of Costa Mesa hereby formally
requests that no procedures be initiated in regard to the rescission of
any portion of Route 55 until such time as the Environmental Impact
Study is complete.
BE IT FURTHER RESOLVED that any effort to initiate the rescission
of any portion of Route 55 prior to the completion of the Environmental
Impact Study will be vehemently opposed by this Council.
BE IT FURTHER RESOLVED that a specific time frame be negotiated
between the City and the State Department of Transportation for the
construction of operational improvements and initiation of the Environ-
mental Impact Study.
BE IT FINALLY RESOLVED that the City of Costa Mesa hereby expresses
its willingness to cooperate with the State Department of Transportation
both at the City Council and Staff level to insure that the preceding
objectives are accomplished.
