A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, REQUESTING COMMENCEMENT
OF PROCEEDINGS FOR THE ANNEXATION OF PROPERTY
REFERRED TO AS "PACIFIC -CANYON ISLAND ANNEXA-
TION" TO THE CITY OF COSTA MESA.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS
FOLLOWS:
THAT, WHEREAS, it is the desire of the City of Costa Mesa to annex
into boundaries a certain unincorporated island within its sphere of
influence; and
WHEREAS, the Costa Mesa City Council has found the annexation to
be categorically exempt from the requirements of the California Environ-
mental Quality Act; and
WHEREAS, it is the desire of the City of Costa Mesa to extend the
full range of municipal services to the area being annexed;
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the City of Costa Mesa requests the commencement of
annexation proceedings in connection with said territory in
accordance with the provisions of the Municipal Organization
Act of 1977 relating to unincorporated islands.
2. That said unincorporated territory be, and hereby is, desig-
nated as the "Pacific -Canyon Island Annexation" to the City of
Costa Mesa and is shown on Exhibit "A" attached hereto and
included herein by this reference, and as legally described in
Exhibit "B" attached hereto and included herein by this
reference.
3. That the proposed annexation is made pursuant to Sections
35013 and 35150(f) of the Municipal Organization Act of 1977.
4. That the subject area consists of 63.4121 acres of residen-
tially developed properties totally surrounded by the City of
Costa Mesa.
5. That the justification for the proposed annexation is to
provide full municipal services to an urbanized County island
which is remote from County service facilities and thereby
increase the economy and efficiency of urban services.
6. That the Local Agency Formation Commission is hereby peti-
tioned to determine, pursuant to Section 35150 (f) of the
Municipal Organization Act of 1977, that the area proposed for
annexation is:
A. less than 100 acres,
B. an entire County island,
C. totally surrounded by the City of Costa Mesa.
D. developed and experiencing increased development,
E. not prime agricultural land,
F. presently receiving benefits from the City of Costa Mesa.
7. That the Local Aency Formation Commission is hereby petitioned
to authorize the Board of Supervisors of Orange County, Cali-
fornia, to order the annexation without an election, pursuant
to Section 35013(f) of the Municipal Organization Act of 1977.

PACIFIC -CANYON ISLAND ANNEXATION
TO THE CITY OF COSTA MESA
All that certain territory situated in Tract No. 653 as shown
on a map recorded in Book 19, Page 42 of Miscellaneous Maps,
Records of Orange County, California, more particularly
described as follows:
Beginning at an angle point in the existing boundary of the
City of Costa Mesa as adopted by the City Council, Ordinance
No. 404, said angle point being the Easterly terminus of that
certain course described as "North 89028100" East, 1,591.59
feet, more or less", said point also being the Northwest
corner of said Tract No. 653;
Thence following along the existing boundaries of the City of
Costa Mesa as created by "Harbor No. 1 Annexation, adopted by
Ordinance No. 294, Canyon Drive No. 2 Annexation adopted by
Resolution No. 73-122, Republic No. 2 Annexation adopted by
Ordinance No. 43, Wilson Street No. 1 Annexation adopted by
Resolution No. 77-1, Republic No. 3 Annexation adopted by
Ordinance No. 303, Republic No. 4 Annexation adopted by
Ordinance No. 324, Victoria Street Annexation adopted by
Ordinance No. 65-34, Williams Annexation adopted by Resolution
No. 70-63, Canyon No. 3 Annexation adopted by Ordinance No.
75-35, Victoria No. 2 Annexation adopted by Resolution No.
73-88, Victoria Street Annexation adopted by Ordinance No.
65-34, River No. 4 Annexation adopted by Ordinance No. 62-46,
River No. 2 Annexation adopted by Ordinance No. 397, Vista
Annexation adopted by Resolution No. 75-81" through its
various courses in a general Easterly, Southerly, Northerly,
Southwesterly, Westerly and Northwesterly direction to the
Northeasterly corner of said Vista Annexation, said point
being on the center line of Pacific Avenue, said point also
being on a curve, concave Easterly, having a radius of 300.00
feet, a radial bearing said point bears South 84°26145"
East;
Thence departing from the existing boundary of the City of
Costa Mesa, Northeasterly along said 300.00 feet radius
curve through a central angle of 11°33'19" an arc length
of 60.50 feet to the Westerly corner of Lot 33 of said
Tract No. 653;
Thence continuing along the existing boundaries of the City of
Costa Mesa as created by "River No. 3 Annexation, adopted by
Ordinance No. 404, Pacific Vista Annexation adopted by
Resolution No. 77-153" through its various courses in a
general Northeasterly, Northwesterly and Southeasterly
direction to the Point of Beginning.
Containing an area of 63.4121 acres.
