A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, HOLDING IN ABEYANCE THE PRECISE PLAN
OF ALIGNMENT FOR DEL MAR AVENUE BETWEEN NEWPORT
BOULEVARD AND SANTA ANA AVENUE AND REQUIRING
DEDICATION OF 53 FEET FROM THE CENTERLINE OF DEL
MAR AVENUE ON THE NORTH SIDE ONLY.
WHEREAS, the City Council of the City of Costa Mesa had previously
adopted a Precise Plan for the Alignment of Del Mar Avenue, between
Newport Boulevard and Santa Ana Avenue, on July 6, 1971; and
WHEREAS, said Precise Plan results in the need to acquire 106 feet
of the properties on the north side of Del Mar Avenue only, instead of
53 feet on both sides; and
WHEREAS, the area needed for said Precise Plan results in the
parcels on the north side of Del Mar Avenue within said Plan area be-
coming undevelopable or severely limited as to development; and
WHEREAS, the City of Costa Mesa's policy of acquiring parcels on
the north side of Del Mar Avenue in hardship situations has been af-
fected by the lack of funds, and the future of the Del Mar Avenue/
University Avenue project is uncertain due to other public agencies'
actions; and
WHEREAS, it is not the intention of the City of Costa Mesa to
frustrate and deprive affected property owners of the development rights
in their property despite any such delay or uncertainty; and
WHEREAS, the abandonment of said Precise Plan or reduction of the
status of Del Mar Avenue to a secondary highway would limit the City of
Costa Mesa's planning options prior to completion of the General Plan
Review Program and the computerized traffic model and would, therefore,
not be in the best interest of the general health, safety, and welfare
of the public;
NOW, THEREFORE, BE IT RESOLVED that said Precise Plan for the
Alignment of Del Mar Avenue, between. Newport Boulevard and Santa Ana
Avenue, is hereby held in abeyance until such time as the City Council
of the City of Costa Mesa can determine with more certainty the avail-
ability of funds and projected use of said Precise Plan of Alignment of
Del Mar Avenue, between Newport Boulevard and Santa Ana Avenue, in the
City of Costa Mesa.
BE IT FURTHER RESOLVED that until such time there remains the
requirements of maintaining said area as a primary street.
BE IT FINALLY RESOLVED that the City of Costa Mesa Staff is
directed to require dedication of 53 feet from the existing centerline
of Del Mar Avenue on the north side only for future projects which would
otherwise be required to dedicate land for right-of-way purposes, pur-
suant to adopted City ordinances.
