HomeMy WebLinkAbout78-80 - Modified Design Standards for Parking AreasRESOLUTION NO. 78-80 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ADOPTING MODIFIED DESIGN STANDARDS FOR PARKING AREAS, INCLUDING GARAGES. WHEREAS, the Planning Commission of the City of Costa Mesa has recommended by the adoption of Resolution PC -78-24 the adoption of modified design standards for parking areas, including garages; and WHEREAS, the design standards for parking areas presently in force were adopted in 1965 by Resolution No. 65-75; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa that the recommendation of the Planning Commission is hereby adopted as shown on Exhibit "A", Parking Design Specifications, and by this reference is made a part hereof. Stalls (open and carports) with vertical restrictions at the side (walls, fences, shrubs, etc.) shall be increased in width one (1) foot over the width normally required. 2. All parking areas containing more than two (2) spaces shall provide forward motion access to and from the public street, unless an exception is approved by the Planning Director. 3. Parking areas shall provide internal circulation or sufficient, designated turn- around space. Turn -around area, as shown on the reverse side of this sheet, shall be provided at the end of all dead-end parking aisles exceeding 100 feet in length. Other turn -around arrangements providing the same maneuverability may be approved by the Planning Department. Angled parking (less than 90°) is prohibited in dead-end aisles. 4. A maximum of 2'6" of the required stall depth may be allowed as bumper overhang into landscaped area. This area may not be included in the fulfillment of required landscape area for the site, nor may it encroach into the required street setback. 5. Carports shall provide a clear inside dimension of nine (9) feet with vertical supports recessed a minimum of four (4) feet from access aisle. 6. Garage parking stalls shall maintain unobstructed inside dimensions of at least ten (10) feet in width and twenty (20) feet in length. Garages shall be provided with a minimum door width of 9 feet for single garages and 18 feet for double garages. 7. Parallel parking stalls shall be nineteen (19) feet in length and eight (8) feet wide. Four (4) feet shall be provided at each end of each parallel parking space, or eight (8) feet shall be provided between every other parking space. 8. When necessary due to constraints, minor reductions in aisle width may be approved by the Planning Department provided the stall width is increased accordingly. 9. Site plans shall be drawn to scale.
