HomeMy WebLinkAbout78-34 - Housing Distribution Proposals of SCAGRESOLUTION NO. 78-34 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, CONCERNING THE HOUSING DISTRIBUTION PROPOSALS OF THE SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS. WHEREAS, the Constitution of the State of California vests in each local city the power to plan for the welfare of its citizens; and WHEREAS, it is the constitutional prerogative of each local city to plan for its own development and economic needs; and WHEREAS, the Southern California Association of Governments (hereinafter SCAG) has proposed a revision in the methodology of pre- paring its housing allocation plan for the region as a whole; and WHEREAS, SCAG has announced its intention to assume some of the powers of local cities with respect to planning and housing distribu- tion; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa that: Section 1. The City Council of the City of Costa Mesa seriously questions the revisions in methodology being proposed by SCAG in the determination of the Fair Share Allocation as an infringement of local control in respect to local planning and housing distribution. Section 2. The City Council of the City of Costa Mesa urges all members of SCAG to express their opposition to the proposed revisions in the methodology of preparing the housing allocation plan. Section 3. This Resolution supersedes Resolution 78-15, adopted on February 6, 1978, and Resolution 78-15 is hereby rescinded. Section 4. The City Clerk is directed to transmit copies of this Resolution to all members of SCAG to the end of enlisting their endorse- ment of this Resolution and opposition to SCAG's increasing intrusion into local planning.
