79-04 - Initiating Pacific-Canyon Island/Sunset Bluffs Annexation to the Park and Recreation District
RESOLUTION NO. 79-4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ACTING AS THE EX -OFFICIO BOARD OF DIRECTORS OF THE COSTA MESA PARK AND RECREATION DISTRICT, INITIATING PROCEEDINGS FOR THE PACIFIC -CANYON ISLAND/SUNSET BLUFFS ANNEXA- TION TO THE COSTA MESA PARK AND RECREATION DISTRICT. THE CITY COUNCIL OF THE CITY OF COSTA MESA, ACTING AS THE EX - OFFICIO BOARD OF DIRECTORS OF THE COSTA MESA PARK AND RECREATION DIS- TRICT, DOES HEREBY RESOLVE AS FOLLOWS: THAT, WHEREAS, it is the desire of the City of Costa Mesa to maintain conformity between the borders of the City and of the Costa Mesa Park and Recreation District; and WHEREAS, certain properties have been annexed into the City of Costa Mesa by the "Pacific -Canyon Island Annexation to the City of Costa Mesa" and the "Sunset Bluffs Annexation to the City of Costa Mesa"; and WHEREAS, said properties are not in the Costa Mesa Park and Recreation District; and WHEREAS, it is the intention of the Costa Mesa Park and Recreation District to annex these properties into the Park and Recreation Dis- trict; and WHEREAS, the Costa Mesa City Council, acting as the ex -officio Board of Directors of the Costa Mesa Park and Recreation District, has found the annexation to be categorically exempt from the requirements of the California Environmental Quality Act; NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1. That the Costa Mesa Park and Recreation District hereby initiates the annexation proceedings for said territory in accordance with the provisions of the Municipal Reorganization Act of 1965 relating to district annexations. 2. That this proposed annexation be titled "Pacific -Canyon Island/Sunset Bluffs Annexation to the Costa Mesa Park and Recreation District", as shown on Exhibit "A" attached. 3. That the area affected by this proposed annexation is in- habited. 4. That this annexation is proposed in order to achieve con- formity between the boundaries of the City of Costa Mesa and the Costa Mesa Park and Recreation District. 5. That the Local Agency Formation Commission is hereby peti- tioned to commence annexation proceedings for said territory into the Costa Mesa Park and Recreation District and to designate the Costa Mesa City Council, ex -officio Board of Directors of the Costa Mesa Park and Recreation District, as the conducting authority for the annexation proceedings. 6. That the Local Agency Formation Commission is further peti- tioned to specify that any election required be limited to the area affected.
