HomeMy WebLinkAbout79-91 - Land Use Plan for John Wayne Airport, Orange CountyRESOLUTION NO. 79-91 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, PERTAINING TO THE DEVEL- OPMENT OF A MASTER PLAN AND AIRPORT NOISE CONTROL AND LAND USE PLAN FOR JOHN WAYN£ AIRPORT, ORANGE COUNTY. WHEREAS, John Wayne Airport, Orange County, is owned by the County of Orange and operated as a public air facility for the promotion and accommodation of civil aviation and associated activities; and WHEREAS, the Board of Supervisors, County of Orange, has now directed that a Master Plan be prepared for said airport; which Master Plan will be a guideline for future development to satisfy aviation demand and be compatible with the environment, community development, other modes of transportation and other airports; and WHEREAS, the Board of Supervisors, County of Orange, has also now directed an Airport Noise Control and Land Use Compatibility (ANCLUC) Plan be prepared for said airport; and which ANCLUC Plan will have as its objective the confinement of severe aircraft noise exposure levels (CNEL 75 dB) to the area included within the airport boundary, and con- fining to the extent possible the areas receiving significant noise exposure levels (CNEL 65 dB) to the airport boundary or to lands which are or can reasonably be used for activities compatible with these noise levels; and WHEREAS, the residents, business enterprises and industry of the City of Costa Mesa are significantly affected by the Operation of John Wayne Airport, Orange County, and have a vital interest in the prepara- tion and implementation of said Master Plan and ANCLUC Plan; and WHEREAS, the Board of Supervisors, County of Orange, has now invited the City of Costa Mesa to participate in the preparation and implementation of said Master Plan and ANCLUC Plan by nominating one representative and one alternate representative for appointment to an Advisory Group whose purpose will be to serve as a forum for the dis- cussion and evaluation of issues and alternatives involved in the project; and at the appropriate time to hold public hearings on said plans, and at the appropriate time to consider enacting ordinances or making such other decisions as may be recommended by the Master Plan or the ANCLUC Plan as they may pertain to the City of Costa Mesa; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COSTA MESA THAT, the City of Costa Mesa accepts the invitation of the Board of Supervisors, County of Orange, to participate in the prepara- tion and implementation of a Master Plan and ANCLUC Plan for John Wayne Airport, Orange County, and THAT, Fred Sorsabal, City Manager, and Doug Clark, Assistant Planning Director, be nominated as Primary and Alternate representa- tive, respectively, of the City of Costa Mesa for appointment to the Advisory Group assisting in the preparation of said Master Plan and ANCLUC Plan; and THAT, at the appropriate time the City of Costa Mesa will hold such .._. public hearings as this City Council considers necessary for a full public discussion and understanding of the proposed Master Plan and ANCLUC Plan for John Wayne Airport, Orange County; and THAT, at the appropriate time the City of Costa Mesa will consider enacting ordinances or making such other decisions as may be recommended for action by this City by said plans.
