A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, EXPRESSING ITS CONCERN
AND CONDITIONAL SUPPORT TO THE PROPOSED SOUTHERN
CALIFORNIA EDISON COMPANY COMBINED CYCLE GENER-
ATING STATION AT THE HUNTINGTON BEACH SITE.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS
FOLLOWS:
WHEREAS, the California Energy Resources Conservation and
Development Commission is presently reviewing a Notice of Intention
(78-NOI-1) from Southern California Edision to construct a 1290 megawatt
combined cycle generating station; and
WHEREAS, despite increasing energy conservation measures and
efforts, Southern California Edison is experiencing increasing demands
for eiectriral power capacity because of increased growth and develop-
ment; and
WHEREAS, electric power consumption for the 12 -month period ending
March, 1978, increased 4.2 percent, an amount above Southern California
Edison long-term projection of 3.5 percent annually; and
WHEREAS, the proposed combined cycle generating station is needed
to meet increasing customer demand in the mid -1980's; and
WHEREAS, existing Huntington Beach Generating Station site has
been identified as one of four alternative locations for the proposed
project; and
WHEREAS, the prevailing sea breezes, locational proximity of the
site to Costa Mesa, and station emissions combine to impact air quality
in Costa Mesa and other portions of the South Coast Basin; and
WHEREAS, the City of Costa Mesa has actively participated in the
preparation and review of the Air Quality Management Plan for the South
Coast Air Basin and is committed to the attainment of applicable ambient
air quality standards;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Costa Mesa does hereby resolve as follows:
1. That the City Council

4. That the City Council supports alternative methods of electri-
cal power generation such as nuclear, fusion, hydroelectric,
solar, wind, tidal, geothermal or others which are less likely
to adversely impact regional air quality.
BE IT FURTHER RESOLVED AS FOLLOWS:
1. That the City Council supports the selection of the Huntington
Beach site for the proposed combined cycle plant when sufficient
mitigation measures are incorporated into the project design to
prevent a degradation of local air quality; and
2. That the City Council supports the selection of the Huntington
Beach site for the proposed combined cycle plant unless the
construction and operation of the facility interferes with the
ability of the City of Costa Mesa to fulfill its responsibil-
ities to implement portions of the Air Quality Management Plan
to provide the citizens of Costa Mesa with clean, healthful air.
