A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, CONCERNING CHARITABLE
PAYROLL DEDUCTIONS.
WHEREAS, Section 1157.2 of the Government Code provides that
"with the approval of the governing body of a public agency and under
such regulations as it may prescribe, employees of the public agency may
authorize deductions to be made from their salaries or wages either for
the payment of contributions to bona fide charitable organizations or
for the payment of designated sums to a nonprofit California corporation
which is compelled by its bylaws to make, and which does expend such
sums solely by the making of contributions to bona fide charitable
organizations;" and
WHEREAS, the City of Costa Mesa desires to minimize loss of pro-
ductive work time from public business by City employes occasioned by
charitable fund drives in City facilities; and
WHEREAS, the City Council of the City of Costa Mesa considers a
single, combined fund drive on behalf of charitable organizations to be
more efficient, effective, and equitable than multiple fund drives and,
thus, in the best interest of Costa Mesa and its employees; and
WHEREAS, the City Council of the City of Costa Mesa in determining
which organization is best suited to conduct the single, combined fund
drive among Costa Mesa employees has considered the following criteria:
1. The number of charitable agencies in the City of Costa Mesa
which rely on the drive for their support;
2. The number of dollars raised in the City of Costa Mesa during
the last completed fund drive;
3. The percentage of dollars dispersed to charitable agencies as
a result of the drive;
4. The organization using the American Institute of Certified
Public Accountants (AICPA) standards of accounting for financial
reporting;
5. The extent of the research of the community needs and the
extent of the evaluation of the agencies supported.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Costa Mesa hereby finds that the question of designation of a single
agency to conduct the annual charitable fund drive for Costa Mesa
employees is not subject to an election; and
BE IT FURTHER RESOLVED that the City Council of the City of Costa
Mesa hereby approves and provides, subject to such regulations as the
City Manager may prescribe consistent herewith, that charitable payroll
deductions from the salaries or wages of employees of the City of Costa
Mesa are available for charitable contributions to the combined fund drive
of the United Way of Orange County North/South, and may be limited thereto.
