RESOLUTION NO. 80-67
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, ESTABLISHING THE QUALI-
FICATION OF THE CITY OF COSTA MESA FOR PARTICI-
PATION IN THE ORANGE COUNTY ARTERIAL HIGHWAY
FINANCING PROGRAM.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS
FOLLOWS:
THAT, WHEREAS, the Orange County Arterial Highway Financing Program
requires, under the provisions of Paragraph II of its Procedure Manual,
that participating cities requalify themselves annually by July 1st of
each year; and
WHEREAS, the City Council of the City of Costa Mesa, by setback
ordinance numbers 13-187 (4), 13-142 (2), 13-235 (2), and 13-420 (i)
(1) has adopted provisions to protect ultimate arterial highway right-
of-way; and
WHEREAS, the City has adopted administrative procedures and
policies whereby access rights are dedicated to the City which provides
for the limitation of access to the arterial highway system; and
WHEREAS, the City of Costa Mesa has made changes in its Arterial
Highway Master Plan during the 1979-80 fiscal year;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Costa Mesa that the Advisory Committee of the Orange County Arterial
Highway Financing Program be, and the Committee is hereby notified that
the following changes have been made in the Arterial Highway Master
Plan of the City of Costa Mesa:
General Street Changes
Sunflower Avenue - from Bristol Street to Main Street changed
from "secondary" to "primary".
Anton Boulevard - from Bristol Street to Sunflower Avenue.
Conceptually proposed alignment as "primary" revised (see
attached Exhibit "B").
Flower Street - from Sunflower Avenue to Anton Boulevard.
Conceptually proposed alignment as "primary" revised (see
attached Exhibit "B").
Unnamed Street - from Anton Boulevard to Main Street. Con-
ceptually proposed alignment as "commuter" added (see
attached Exhibit "B").
South Coast Drive - Harbor Boulevard to 460 feet west of
Fairview Road. Change from "conceptually proposed" to
"established alignment" as a "secondary".
Hyland Avenue - Sunflower Avenue to MacArthur Boulevard.
Changed from "conceptually proposed" to "established
alignment" as a "secondary".
BE IT FURTHER RESOLVED that the City of Costa Mesa hereby reestab-
lished its qualification for participation in said Arterial Highway
Financing Program for the Fiscal Year 1980-81.
PASSED AND ADOPTED this 8th day of July, 1979.
