RESOLUTION NO. 80-14
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, REGARDING THE ORANGE
COUNTY MULTI -MODAL TRANSPORTATION STUDY.
WHEREAS, the Orange County Transportation Commission is conducting
the Multi -Modal Transportation Study; and
WHEREAS, a presentation and final report have been submitted to the
City of Costa Mesa; and
WHEREAS, the Orange County Transportation Commission has requested
that the City of Costa Mesa respond to the study and consultant
recommendations; and
WHEREAS, the City of Costa Mesa wishes to respond to the study and
consultant recommendations;
NOW, THEREFORE, BE IT RESOLVED that the Orange County Transportation
Commission, its Staff, and consultants are commended on completion of the
study and the quality of its product reports and data bases;
BE IT FURTHER RESOLVED that the Orange County Transportation Commission
is cautioned in its use of the study in light of certain travel assumptions
which may change because of increased travel cost and congestion;
Recommendations involving the extension of the Route 55 Freeway are not
appropriate until an ongoing EIS study of the route is completed;
An EIS study should be begun for the proposed Route 73 extension to
Route 57 at once to accurately determine the opportunities, impacts and
needs for this route;
Portions of the Route 57 extension which are not needed should be removed
from the State Freeway and Expressway plan upon completion of the EIS;
The South Coast Plaza/Town Center Area should be fully evaluated as a
service point on any fixed guideway system planned in the Irvine/Airport
area;
Highest implementation priorities should be placed on relief to existing
congestion, and lower implementation priorities should be placed on facili-
ties which promote new growth and do not relieve existing congestion;
The financial needs of cities to fully implement their own planned
street systems appears not to be considered in revenue and cost estimates;
The feasibility, cost effectiveness, impact, and usefulness of imple-
menting all arterial facilities on city and county plans is questionable,
especially by 1995;
Any recommended system should be fully tested and evaluated before
plans are amended;
Study should continue to determine whether the land use scenario proposed
in the study could evolve under the circulation conditions projected;
Study should continue to determine if different land use or travel
behavior scenarios would provide more acceptable travel conditions than those
predicted in the study;
Land should be reserved for all needed future facilities;
Short range traffic conditions and improvement resources should be more
heavily relied upon than the 1995 Multi -Modal study to guide short term land
use, growth and implementation policies;
Transportation System Management plans should be developed countywide
to help shape efficient travel behavior and maximize and improve the use
of existing facilities.
