HomeMy WebLinkAbout81-47 - Fence Standards & Noise Attenuation WallsRESOLUTION NO. 81-47 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ADOPTING REVISED FENCE STANDARDS TO ALLOW CONSTRUCTION OF NOISE ATTEN- UATION WALLS IN RESIDENTIAL AREAS UNDER CERTAIN CIRCUMSTANCES. WHEREAS, Section 13-319 of the Costa Mesa Municipal Code requires adoption of standards for fence construction beyond the building set- back line; and WHEREAS, current standards specify maximum fence height of 6 feet; and WHEREAS, noise impacts resulting from increased traffic volumes have occasioned requests for noise attenuation walls in excess of six feet adjacent to certain streets; and WHEREAS, noise attenuation walls constructed in conformance with specific building standards and criteria are an effective means to reduce the adverse impacts of traffic -generated noise on adjacent residential uses; and WHEREAS, the Planning Commission of the City of Costa Mesa has recommended to this City Council that revised fence standards be adopted, as shown in Exhibit "A" attached hereto and by this reference made a part hereof,'to allow construction of noise attentuation walls in the locations listed below and shown on a map designated as Exhibit "B", attached hereto and by this reference made a part hereof: Adams Avenue from the Santa Ana River to Harbor Boulevard; Baker Street from Harbor Boulevard to Bear Street; Bear Street from Baker Street to Sunflower Avenue; Fairview Road from Wilson Street to Sunflower Avenue; Harbor Boulevard from Fair Drive to Princeton Lane; Placentia Avenue from 17th Street to Adams Avenue; San Diego Freeway from Santa Ana River to the Costa Mesa Freeway; Sunflower Avenue from Fairview Road to Bear Street; and Victoria Street from the Santa Ana River to Newport Boulevard. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa that noise attenuation walls may be constructed in addi- tional residential locations not specified in the above list or on the attached map when the construction of a noise attenuation wall is identified as a mitigation measure to reduce traffic generated noise when it is identified by the property owner that the noise is in excess of the residential standards or in a project -related Negative Declara- tion or Environmental Impact Report. CiTy— Clerk and ex -officio Clerk the City Council of the City of Cos Mesa RESIDENTIAL NOISE ATTENUATION WALLS STANDARDS AND SPECIFICATIONS Noise attenuation walls along side and rear property lines of residential properties adjacent to specified streets and freeways may be constructed in accordance with the following standards and criteria: 1. Maximum height of noise attenuation walls shall be eight feet above grade. Where a grade differential exists at the residential property line, height shall be measured at the middle of the retaining wall. 2. Noise attenuation walls shall be constructed of concrete or masonry. 3. Plans demonstrating the structural soundness of the proposed wall shall be approved by the Building Safety Division prior to the issuance of building permits. 4. The same materials, colors, and design shall be used within a contin- uous block along a common arterial. Elevations of the proposed wall shall be approved by the Planning Division prior to the issuance of building permits. 5. (a) When the rear property line abuts the major street, the noise attenuation wall may be extended along the side property line for a distance equal to the setback of the main structure at both ends of the noise attentuation. (b) When the side property line abuts the major street, the noise attenuation wall may be extended along the rear property line for the full width of the lot. (c) In the case of a corner lot, the noise attentuation wall may be extended for the normal fence length along the intersecting street. Exhibit "A" Resolution 81-47 q, rp�
