HomeMy WebLinkAbout81-61 - Supporting Bolsa Chica as Public Recreational Boating AreaRESOLUTION NO. 81-61 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, SUPPORTING THE DEVELOP- MENT OF BOLSA CHICA AS A PUBLIC RECREATIONAL BOATING AREA. WHEREAS, the Bolsa Chica area represents a unique and valuable resource for the people of Orange County and the State of California providing vast potentials for ocean access and recreational use plus wildlife and environmental considerations; and WHEREAS, there are only very limited sheltered coastal areas in California suitable for small boat use and there is a shortage of public berths and public launching facilities, including a 10,000 -slip shortage countywide, to serve the boating enthusiasts of Orange County and Southern California; and WHEREAS, citizens of Costa Mesa are among the 11,000 area resi- dents who petitioned the public officials of Orange County to provide an ocean access channel, public waterways, public berthing for 1,800 small recreational craft, public launching facilities, and other recrea- tional facilities; and WHEREAS, it is our belief and expectation that public recrea- tional facilities as proposed in the Bolsa Chica project would provide excess tax and marina leasehold revenues, according to the Fiscal Im- pact Analysis, and would be capable of self -amortization; and WHEREAS, the Orange County Board of Supervisors, in an effort to satisfy the intent of the Coastal Act and Environmental concerns, unanimously adopted on April 8, a conceptual plan for Bolsa Chica which includes provisions for: a restoration of the Historic Ocean Entrance at Bolsa Chica; a navigable link to Huntington Harbour; 600 acres of marsh restoration subject to economic feasibility; a public marina and launching facilities; construction of 1,800 - 2,000 slips; visitor - serving areas; and mixed residential development; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa does hereby support the concept of mutiple use for Bolsa Chica as embodied in the provisions set forth in the conceptual plan for Bolsa Chica adopted by the Orange County Board of Supervisors; BE IT FURTHER RESOLVED that the County plan for Bolsa Chica become the Certified Local Coastal Program for the area.
