RESOLUTION NO. 81-96
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, ADOPTING GENERAL PLAN
AMENDMENT GP -81-3D, AMENDING THE TEXT OF THE
LAND USE ELEMENT AND LAND USE ELEMENT TECHNICAL
APPENDIX OF THE CITY OF COSTA MESA GENERAL PLAN
TO INCORPORATE THE URBAN CENTER RESIDENTIAL LAND
USE DESIGNATION AND ALSO AMENDING COUNCIL RESO-
LUTIONS 73-144, 75-24, AND 75-99 CONCERNING
GENERAL PLAN AMENDMENT PROCEDURES AND POLICIES.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS
FOLLOWS:
THAT, WHEREAS, the City of Costa Mesa General Plan, including
Technical Appendices, was adopted by the City Council of the City of
Costa Mesa by Resolution Number 81-86 on July 20, 1981; and
WHEREAS, one of the adopted policies contained in the City of
Costa Mesa General Plan embraced the concept of creating the Urban
Center Residential Land Use designation to permit greater density than
possible under present designations; and
WHEREAS, policies and procedures for amending the City of Costa
_Mesa General Plan have been established by Resolutions 73-144, 75-24,
and 75-99; and
WHEREAS, existing policies and procedures for amending the City of
Costa Mesa General Plan must be amended to incorporate the Urban Center
Residential Land Use designation and to reflect recent revisions to
State planning law relative to General Plan Amendments;
WHEREAS, General Plan Amendment GP -81-3D has been recommended for
adoption by the Planning Commission; and
WHEREAS, a public hearing was duly held in accordance with Section
65355 of the Government Code of the State of California, all persons
having been given the opportunity to be heard, both for and against
said Amendment GP -81-3D to the General Plan;
WHEREAS, this Council deems it to be in the best interest of the
City that said Amendment to the General Plan be adopted;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Costa Mesa, that the City of Costa Mesa General Plan is hereby amended
by the adoption of General Plan Amendment GP -81-3D, as follows:
1. That the last paragraph on Page 237 of Land Use Element of the
City of Costa Mesa General Plan be amended to read:
"The Urban Center Residential designation is intended for
multiple -family development at densities between 30- and 50 -
units to the acre in select locations. The designation is
intended to include specialized housing facilities such as
senior citizens' developments as well as residential develop-
ment within more intense urban environments with convenient
access to major transportation, shopping, and employment
centers."
2. That the section concerning Urban Center Residential under
"Land Use Classification" on Page 75 of the Land Use Element Technical
Appendix be amended to read:
"The Urban Center Residential designation is intended for
multiple -family residential development in select locations at
a density of 30- to 50 units to the acre.
"The Urban Center Residential designation can be applied to
appropriately located properties within more intense urban

environments. Such properties should be of substantial size
and have convenient access to major shopping and/or employment
centers is also essential. Development within such areas
would typically be characterized by multiple -story residential
structures approved through the Planned Development process.
"The demand for greater densities can be expected to increase.
As the amount of the available residential land diminishes
while the need for additional housing continues to grow, in-
creasing densities may be one of the City's most effective
alternatives for accommodating additional housing demands
caused by an expanding employment base in Costa Mesa and other
Orange County cities."
3. That the General Plan/Zoning Ordinance consistency Table con-
tained in Resolution 73-144 be amended to read:

4. That the review schedule of all mandatory elements of the City
of Costa Mesa General Plan as set forth in Resolution 75-99 and in
Exhibit "A" of Resolution 75-24 be amended to read:
ADDITIONAL GENERAL PLAN REVIEW DATES
In the event that no General Plan Amendments have been filed
for a regularly scheduled General Plan Review hearing during
a given year, additional review dates may be established as
long as the number of review hearings do not exceed three in
a single calendar year. Immediately following the October
General Plan Review hearing, Staff will determine if additional
hearing dates may be authorized and will develop a schedule
which will ensure that City Council action is completed
within the same calendar year.
GENERAL PLAN AMENDMENTS FOR LOW- AND/OR MODERATE -INCOME HOUSING PROJECTS
During the 1979-80 State Legislative Session, Section 65361 of
the Government Code was amended to provide an exemption from
the limitation on the number of General Plan Amendments during
a given calendar year to housing projects for low -and/ or
moderate -income households. To qualify for the exemption, the
requested amendment must be submitted pursuant to a specific
proposal to reserve at least 25 percent of the dwelling units
for low- and/or moderate -income persons or families. Pursuant
to this provision, General Plan Amendments which qualify for
the new exemption may be filed and acted upon at any time
during the calendar year.

NOW, THEREFORE, BE IT FURTHER RESOLVED, that based upon the find-
ings of an Initial Study prepared in compliance with the California
Environmental Quality Act, a Negative Declaration of Environmental
Impact has been prepared and is hereby adopted.
