RESOLUTION NO. 82-91
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, REQUESTING THE COUNTY OF
ORANGE TO INCLUDE WITHIN THE ARTERIAL HIGHWAY
FINANCING PROGRAM THE IMPROVEMENT OF 19TH STREET.
WHEREAS, the City of Costa Mesa desires to improve 19th Street from
Park Avenue to Fullerton Avenue; and
WHEREAS, 19th Street is an important artery in the County of Orange
and of general County interest; and
WHEREAS, Article 2 and Article 3, Chapter 9, Division 2 of the
Streets and Highways Code authorizes a County, if it so desires, to
expend funds apportioned to it out of the California Highway Users Tax
Fund for aid to any city in the improvement, construction, or repair
of a street within a city; and
WHEREAS, the Board of Supervisors intends to, by appropriate
action, provide in the County Road budget for the Fiscal Year 1983-84
a sum of money for the improvement of streets within the incorporated
cities of the County in accordance with the Orange County Arterial
Highway Financing Program;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Costa Mesa hereby requests the Board of Supervisors of the County of
Orange to allocate to said City from County funds the amount of
$520,000.00, said amount to be matched by funds from said City, to be
used to aid said City in the improvement of 19th Street from Park
Avenue to Fullerton Avenue; said improvements to be in accordance with
the attached project statement;
BE IT FURTHER RESOLVED that the Board of Supervisors of the County
of Orange is hereby requested to find that said improvements on 19th
Street in the manner provided, is in the general County interest;
BE IT FURTHER RESOLVED that, by this Resolution, the City of Costa
Mesa agrees wtih the basic concepts of the Arterial Highway Financing
Program; and further agrees that its share of the cost of improvements
and rights-of-way will be available for the Fiscal Year 1983-84.

NINETEENTH STREET

FULLERTON AVENUE TO PARK AVENUE
(.40 MILES)
Proiect Features
The 19th Street project is one of the highest priority projects in the City
of Costa Mesa and will alleviate the traffic problems at the intersections
of 19th and Newport and 19th and Harbor. With traffic volume on Harbor
Boulevard approaching 40,000 cars a day and Newport Boulevard approaching
50,000 cars a day, in the area of 19th Street, the capacity for 19th Street
is severely limited, The intersection capacity deficiencies are compounded
by the high left -turn demands which require split signal phases. This
project will eliminate the intersection capacity restraints by providing
dual left -turn lanes and a right -turn lane on the 19th Street approaches
to Harbor Boulevard and Newport Boulevard.
The funds requested are for the construction phase of the project.
The alignment shown on the accompanying precise plan has been adopted by the
City Council. It is slightly different than the original submittal due to
refinements made during our acquisitions.
An environmental impact statement will not be required as this project is
part of the downtown redevelopment plan for which an EIR has already been
prepared and approved.
Cost and Fund Source Information
It is anticipated the City will finance this portion of the project from
Gas Tax Funds.
