HomeMy WebLinkAbout82-02 - Arterial Highway Financing Program - 17th StreetRESOLUTION NO. 82-2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITHIN THE ARTERIAL HIGHWAY FINANCING PROGRAM THE DEVELOPMENT OF SEVENTEENTH STREET. WHEREAS, the City of Costa Mesa desires to improve 17th Street from Newport Boulevard to 180 feet easterly of Fullerton Avenue; and WHEREAS, 17th Street is an important artery in the County of Orange and of general County interest; and WHEREAS, Article 2 and Article 3, Chapter 9, Division 2 of the Streets and Highways Code authorizes a County, if it so desires, to expend funds apportioned to it out of the California Highway Users Tax Fund for aid to any city in the improvement, construction, or repair of a street within a city; and WHEREAS, the Board of Supervisors intends to, by appropriate action, provide in the County Road budget for the Fiscal Year 1982-83 a sum of money for the improvement of streets within the incorporated cities of the County in accordance with the Orange County Arterial Highway Financing Program; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa hereby requests the Board of Supervisors of the County of Orange to allocate to said City from County funds the amount of $202,000, said amount to be matched by funds from said City, to be used to aid said City in the improvement of 17th Street from Newport Boulevard to 180 feet easterly of Fullerton Avenue; said improvements to be in accordance with the attached project statement; BE IT FURTHER RESOLVED that the Board of Supervisors of the County of Orange is hereby requested to find that said improvements on Seven- teenth Street in the manner provided, is in the general County interest; BE IT FURTHER RESOLVED that by this Resolution, the City of Costa Mesa agrees with the basic concepts of the Arterial Highway Financing Program; and further agrees that its share of the cost of improvements will be available for the Fiscal Year 1982-83. CO * Project Features N ^' Seventeenth Street is shown on Costa Mesa's Arterial Highway Master Plan as a Primary Highway. The realignment of Seventeenth Street is a vital link to the circulation of Fast -West traffic as presently, traffic flow is non - continuous across Newport Boulevard. This realigrnnent project is shown in Phase I of the City's Downtown Redevelop- ment Plan and ties with the already completed Seventeenth Street construction project from Superior Avenue to Newport Boulevard. The Division of Highways proposes an interchange at West Seventeenth Street on the adopted Newport Freeway alignment westerly of Newport Boulevard. The City has plans to upgrade Seventeenth Street, both east and west, to handle the anticipated increase in traffic volume. The funds requested is for the construction phase of the project. Project Financing It is anticipated that the City will finance its portion of this project fran Gas Tax Funis.
