RESOLUTION NO. 82-64
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA, CALIFORNIA, ADOPTING GENERAL
PLAN AMENDMENT GP -82-2A, TO MODIFY THE "PROJECT
PHASING" GUIDELINE OF GENERAL PLAN AMENDMENT
GP -78-3A (REVISED).
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS
FOLLOWS:
WHEREAS, the General Plan was adopted by the City Council of the
City of Costa Mesa by Resolution Number 81-67 on July 20, 1981; and
WHEREAS, General Plan Amendment GP -82-2A, an application to delete
General Plan Guideline "A" (Project Phasing) of General Plan Amendment
GP -78-3A (Revised), was recommended by the Planning Commission to be
retained, but postponed until before the issuance of building permits
for Building IC, as indicted on the site plan for Zone Exception Permit
ZE-82-84; and
WHEREAS, a public hearing was duly held in accordance with Section
65355 of the Government Code of the State of California, all persons
having been given the opportunity to be heard, both for and against said
Amendment GP -82-2A to the General Plan; and
WHEREAS, this Council deems it to be in the best interest of the
City that said Amendment to the General Plan be adopted.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City
of Costa Mesa, that the General Plan Guideline of "Project Phasing"
of General Plan Amendment GP -78-3A (Revised) be modified as follows:
Phase I(750,000 s.f.) of the commercial office development may
commence in advance of the Phase I residential component on Lot 1,
tentative Tract Map 10950. But as the result of this development,
and the commercial office component of Phase II (550,000 s.f.),
demand for additional housing opportunities will be generated.
Since it is the City's goal to accommodate a reasonable share
of the residential demand created by new commercial development
through the creation of housing opportunities, Phase II commercial
development may not begin without Planning Commission and/or City
Council approval if at such time a commensurate amount of residen-
tial development has not than begun on Lot 1.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that an Environmental
Impact Report was prepared and adopted for General Plan Amendment
GP -78-3A (Revised), which adequately considers said modified "Phasing
Guideline" of General Plan Amendment GP -82-2A.
PASSED AND ADOPTED this 2nd day of August, 1982.
