HomeMy WebLinkAbout83-19 - Opposing U.S. Environmental Protection Agency Sanction on South Coast Air BasinRESOLUTION NO. 83-19 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, OPPOSING THE IMPOSITION OF SANCTIONS BY THE ADMINISTRATOR OF THE ENVIRON- MENTAL PROTECTION AGENCY UPON THE SOUTH COAST AIR BASIN. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: THAT, WHEREAS, the Clean Air Act states that federal air quality standards for nitrogen dioxide, particulates, and sulfur dioxide must be attained by the end of 1982 by all air quality planning agencies; and WHEREAS, the United States Environmental Protection Agency may impose certain sanctions on those areas of the country which do not meet the air quality standards as set forth in the Clean Air Act; and WHEREAS, the Air Quality Management Plan for the South Coast Air Basin was approved by the South Coast Air Quality Management District, the Southern California Association of Governments, and the California State Air Resources Board, and submitted to the United States Environmental Protection Agency; and WHEREAS, the United States Environmental Protection Agency has pub- lished a notice of proposed rule-making to disapprove the South Coast Plan and announced its intention to impose sanctions; and WHEREAS, the South Coast Air Basin stands to lose federal funds for transportation improvements, sewage treatment facilities, air quality planning, highway repair and construction if monetary sanctions are imposed by the Administrator of the United States Environmental Protection Agency; and WHEREAS, the imposition of such sanctions would be counter-productive and could lead to worsened air quality and water quality; and WHEREAS, the imposition of such sanctions is not warranted because of the efforts of the South Coast Air Quality Management District and the Southern California Association of Governments who submitted a jointly prepared air quality management plan revision which meets all Clean Air Act and Environmental Protection Agency policy requirements and which has been praised as one of the best in the country; NOW, THEREFORE, BE IT RESOLVED that the City of Costa Mesa opposes the imposition of sanctions by the Administrator of the United States Environ- mental Protection Agency upon the South Coast Air Basin and urges the Administrator to approve the air quality management plan revision submitted in 1982 so that progress toward cleaning up the air in the South Coast Air Basin can continue. BE IT FURTHER RESOLVED that copies of this Resolution be forwarded to the Administration of the United States Environmental Protection Agency, President Ronald Reagan, and Congressional Representative Robert Badham as an expression of this City's opposition to the proposed sanctions. BE IT FINALLY RESOLVED that this Resolution shall take effect and be in full force immediately. PASSED AND ADOPTED this 21st day of March, 1983.
