HomeMy WebLinkAbout83-20 - Adopting GP-83-1A; GP-78-3A (GP-82-2A); GP-78-3ARESOLUTION NO. 83-20 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ADOPTING GENERAL PLAN AMENDMENT GP -83-1A, AMENDING THE GENERAL PLAN OF THE CITY OF COSTA MESA, RETAINING THE "PROTECT PHASING" GUIDELINE OF GP -78-3A (REVISED) AS RECEN'T'LY AMENDED BY GP -82-2A, AND MODIFYING THE "CONSTRUCTION TIMING" GUIDELINE OF GP -78-3A (REVISED). THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the General Plan was adopted by the City Council of the City of Costa Mesa by Resolution No. 81-67 on July 20, 1981; and WHEREAS, General Plan Amendment GP -83-1A, an application to change the land use designation of the 30.2 -acre parcel located northeast of the intersection of Anton Boulevard and Avenue of the Arts from High Density Residential to Urban Center Residential was recommended for approval by the Planning Commission; and WHEREAS, included in the application for General Plan Amendment GP -83-1A, was the request to amend the "Project Phasing" Guideline of General Plan Amendment GP -78-3A (Revised) as modified by General Plan Amendment GP -82-2A, which was recommended by the Planning Commission to be retained; and WHEREAS, the application for General Plan Amendment GP -83-1A also included the request to amend the "Construction Timing" Guideline of General Plan Amendment GP -78-3A (Revised), which was recommended by the Planning Commission that a modified version be adopted; and WHEREAS, a public hearing was duly held in accordance with Section 65355 of the Government Code of the State of California, all persons having been given the opportunity to be heard, both for and against said Amendment GP -83-1A to the General Plan; and WHEREAS, this Council deems it to be in the best interest of the City that said Amendment to the General Plan be adopted; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa that the General Plan is hereby amended by the adoption of General Plan Amendment GP -83-1A, changing the land use designation of the 30.2 -acre parcel located northeast of the intersection of Anton Boulevard and Avenue of the Arts from High Density Residential to Urban Center Residential, plus retaining the "Project Phasing" Guideline of General Plan Amendment GP -78-3A (Revised) as recently amended by GP -82-2A. BE IT FURTHER RESOLVED that the "Construction Timing" Guideline of General Plan Amendment GP -78-3A (Revised) be modified as follows: To ensure that the development of the project does not unduly burden the surrounding circulation network, construction of phases within the project shall not be completed prior to the completion of necessary street and/or intersection improvements to carry the traffic generated by each project phase. The CENTROCCS Study has identified a variety of circulation system improvements which will be required to service anticipated development within the Study Area. The key to the success of the Study's recommendations lies in the concurrent improvement of the area's circulation system and development of the major projects in the area. Phase I developments within the proposed project shall not exceed the traffic generated equal to 475 dwelling units and 750,000 square feet of office development (13,560 trip ends per day). Additional commercial and hotel uses on Lot: 1 of Tentative Map of Tract 10950 can be permitted by substituting or transferring the traffic allocations of the previously authorized 475 dwelling units (4,330 trip ends per day) to alternate uses, or by the payment of additional CENTROCCS fees equal to $30.00 per trip end. BE IT FINALLY RESOLVED that based upon the findings of an Initial Study prepared for the subject Amendment in compliance with the California Envirormlental Quality Act, a Supplemental Environmental Impact Report has been prepared for said Amendment and is hereby accepted.
