HomeMy WebLinkAbout83-22 - Supporting Santa Ana River Mainstem all River PlanRESOLUTION NO. 83-22 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, IN SUPPORT OF THE SANTA ANA RIVER MAINSTEM ALL RIVER PLAN. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the Boards of Supervisors of Orange, Riverside, and San Bernardino endorse the All River Plan concepts substantially in accordance with the recommendation of the Chief of Engineers of the U.S. Army Corps of Engineers' report dated January 15, 1982; and WHEREAS, significant concern has been expressed by local citizens as well as elected and appointed officials in incorporated and unincorporated jurisdictions relating to certain elements of the plan; and WHEREAS, periodic meetings between Orange, Riverside, and San Bernar- dino counties and Los Angeles District, Corps of Engineers representatives, for the purpose of inter -agency coordination, has resulted in a supportive coalition of sponsoring agencies; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa endorses the following authorization by the Congress of the United States for the Santa Ana River project: "The project for flood protection on the Santa Ana River, Cali- fornia, is hereby authorized for construction substantially in accordance with the recommendation of the Chief of Engineers' report dated 15 January 1982, including reservoir storage in the upper Santa Ana Basin, except that construction at this time is restricted to the following elements of the project: Improvements at Prado Dam, which limit the reservoir intake line to no greater than elevation 566 -ft., Santa Ana River Channel improvements in Orange County, improvements along Santiago Creek, improvements of the Oak Street drain, improvement of the Mill Creek levies, features for mitigation of project defects and preservation of endangered species, and recreation features identified in the Chief of Engineers' report for these project elements. Flood protective measures other than those cited above will be under- taken only after issues relating to reservoir storage in the upper Santa Ana Basin have been addressed by the Corps of Engineers and agreed to by resolutions of the local sponsoring agencies." BE IT FURTHER RESOLVED that the City support of the Santa Ana River Mainstem All River Plan should not preclude consideration for the devel- opment of a small -boat marina adjacent to the Santa Ana River in the City of Costa Mesa. BE IT FINALLY RESOLVED that this Resolution be transmitted to the Honorable Robert A. Sroe, Chairman of the House Subcommittee on Water Resources; the Honorable James Abdnor, Chairman of the Senate Subcommittee on Water Resources; to Orange County's representatives in Congress, the Honorable Robert E. Badham, the Honorable William Dannemeyer, the Honor- able Dan Lungren, the Honorable Ron Packard, and the Honorable Jerry M. Patterson; and to the State of California Senators, the Honorable Alan Cranston and the Honorable Pete Wilson. PASSED AND ADOPTED this 4th day of April, 1983.
