RESOLUTION NO. 83-57
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, REQUESTING ADDRESSING
THE NEED FOR SOUND ATTENUATION ALONG A PORTION
OF THE INTERSTATE 405 FREEWAY.
WHEREAS, maintenance crews of the State of California Department of
Transportation have removed or altered dense vegetation adjacent to the
Interstate 405 Freeway between the Santa Ana River and Harbor Boulevard;
and
WHEREAS, these actions have altered light, sound, security, view, and
aesthetics for residents with houses adjacent to the freeway; and
WHEREAS, the City of Costa Mesa has performed noise measurements and
found City and CALTRANS noise standards to be exceeded for houses adjacent
to the freeway; and
WHEREAS, two additional vehicular travel lanes will facilitate
substantial increases in traffic and noise levels on the Interstate 405
Freeway; and
WHEREAS, the State of California has announced plans to further widen
the I-405 Freeway frau the Interstate 605 Freeway in Long Beach to the
Interstate 5 Freeway in Irvine within five years; and
WHEREAS, the planned widening of Interstate 405 will affect the
design, placement, timeliness, arra cost of potential noise reduction
devices; and
WHEREAS, it is the intent of the City of Costa Mesa to facilitate a
reduction in existing noise levels for residents as soon as possible;
NOW, THEREFORE, BE IT RESOLVED that the State of California Department
of Transportation is hereby requested to accelerate the planning and pre-
liminary design process and to initiate studies to identify the increased
noise impacts and necessary mitigation measures for Interstate 405 between
Harbor Boulevard arra the Santa Ana River based on the current freeway
restriping and planned widening project, in order to develop a plan for
mitigating existing noise levels in a manner consistent with future widen-
ing plans.
BE IT FURTHER RESOLVED that a copy of this resolution be forwarded
to the Director of the California Department of Transportation and the
Director of the local district office of the Department of Transportation.
