HomeMy WebLinkAbout83-91 - Protesting Policy Change by California Transportation CommissionRESOLUTION NO. 83-91 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, PROTESTING A PROPOSED POLICY CHANGE BY THE CALIFORNIA TRANSPORTATION COMMISSION REGARDING FUNDING OF IMPROVEMENTS TO FREEWAY INTERCHANGES AND SEPARATIONS. WHEREAS, the California Transportation Commission is considering guidelines regarding cost sharing for freeway interchanges and separation; and WHEREAS, the Cotmnission's staff has proposed a policy which would require locals to pay 100 percent of the cost of new interchanges and separations and most of the cost of improving existing interchanges and separations; arra WHEREAS, the proposed policy deviates substantially from past State policies of requiring the locals to pay only costs as if the freeway did not exist; and WHEREAS, the Orange County Transportation Commission and other plan- ning agencies in the Southern California region have prepared an alternate proposal largely preserving past cost sharing policies; and WHEREAS, the California Transportation Commission is considering a change in their policy without a full analysis of the financial impact of this policy change on CALTRANS and local agencies; and WHEREAS, local funding mechanisms do not exist or cannot generate sufficient revenues to fund the cost of new or modified interchanges and separations; and WHEREAS, it would be very difficult to allocate the costs among local agencies in proportion to their benefit; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa is opposed to the proposed policy on cost sharing of freeway overcrossings and interchanges proposed by the staff of the California Transportation Cammission. BE IT FURTHER RESOLVED that the City Council of the City of Costa Mesa supports retention of the past policy intact or amended as recommended by the Orange County Transportation Commission and other responsible transpor- tation planning agencies of the Southern California region.
