WHEREAS, the staff of the City of Costa Mesa has submitted an applica- tion to the Orange County Transportation Commission for Federal Aid Urban funding for four projects within the City of Costa Mesa; and WHEREAS, the staff of the City of Costa Mesa has indicated the rela- tive priority of those projects; and WHEREAS, the Orange County Transportation Commission has requested a resolution by this City Council in support of those projects and their priority; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa does hereby affirm its staff's nomination of four various high- way projects and their priority as outlined in the letter from Bruce D. Mattern, Public Services Director, dated September 22, 1983, hereinafter attached as Exhibit "A". All projects have support at Council level based on past actions; however, we will forward an official resolution in support of these projects and their priority in October after the next scheduled City Council meeting. Our highest priority project is the Fairview Road overcrossing at Interstate 405. We seek widening of the overcrossing structure to provide the same travelway width as the adjacent arterial sections. The project is needed in response to existing safety and congestion problems. The project would be administered by CALTRANS on their own schedule. Second priority is a City project to widen a portion of Del Mar Avenue in the vicinity of Newport Boulevard. We are aggressively acquiring right- of-way in the vicinity, arra we hope to construct a project to reduce exist- ing xisting congestion and accidents at the Newport Boulevard/Fair Drive/Del Mar Avenue intersection. The project will also simplify future construction of an interchange for Route 55 at Fair Drive/Del Mar Avenue. FAU funding is requested for construction only. Third priority is a City project to remove existing bottlenecks on West 19th Street in anticipation of a street extension and bridge over the Santa Ana River to Huntington Beach. The project would widen a short stretch of a 40 -foot two-lane street west of Placentia Avenue, and two four-way stop intersections would be signalized to provide full arterial capacity. FAU funding is sought for right-of-way and construction. The City will fund engineering as soon as possible pending FAU approval. Fourth priority is a request for assistance in undertaking a major construction project: the widening of Victoria Street from Harbor Boule- vard west three-fourths of a mile to Canyon Drive. The existing street is a 40 -foot two-lane road carrying 19,000 cars per day to the only existing bridge over the Santa Ana River between Pacific Coast Highway and Adams Avenue, a stretch of nearly three miles. The City has initiated prelimi- nary engineering through an alignment study now underway and we anticipate an expensive project cost due to the residential nature of the area. We expect to prepare a full environmental analysis. We cannot pinpoint costs yet but a commitment of more than City gas taxes and other local sources will be necessary to fund this project. We do not expect full FAU funding toward assembly of a complete project funding package in conjunction with other sources of expected revenue.
