RESOLUTION NO. 83-112
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, ADOPTING GENERAL PLAN
AMENDMENT GP -83-3C, AMENDING THE MASTER PLAN OF
BIKEinAYS.
WHEREAS, the General Plan was adopted by the City Council of the City
of Costa Mesa by Resolution No. 81-67 on July 20, 1981; and
WHEREAS, the General Plan is a long-range, comprehensive document
which serves as a guide for the orderly development of Costa Mesa; and
WHEREAS, by its very nature, the General Plan needs to be updated and
refined to account for current and future community needs; and
WHEREAS, General Plan Amendment GP -83-3C, an application to amend the
Master Plan of Highways, has been recommended for approval by the Planning
Commission; and
WHEREAS, a public hearing was duly held on November 21, 1983, in
accordance with Section 65355 of the Government Code of the State of
California, all persons having been given the opportunity to be heard both
for and against said Amendment GP -83-3C to the General Plan; and
WHEREAS, this Council deems it to be in the best interest of the City
that said Amendment to the General Plan be adopted;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Costa Mesa that the General Plan is hereby amended by the adoption of
General Plan Amendment GP -83-3C by amending the Master Plan of Highways in
the following manner:
Delete the segment of Center Street between Newport and Harbor
Boulevards;
Downgrade Park Avenue from a Secondary Highway (84 -foot right-of-way)
to a Commuter Highway (60 -foot right-of-way);
Realign West 18th Street and designate the segment of West 18th Street
between Park Avenue and Newport Boulevard a Secondary Highway;
Downgrade the westernmost segment of East 18th Street from a Secondary
to a Commuter Highway and realign this highway segment to reflect its
existing alignment (terminating at Newport Boulevard);
Add the alignment of Newport Boulevard to reflect its present align-
ment and designate it a Major Arterial Highway (120 -foot right-of-
way);
Delete right -turn only lanes along East 17th and East 19th Streets
and Placentia Avenue.
BE IT FURTHER RESOLVED that based upon the results of the initial
study prepared for the subject Amendment in compliance with the California
Environmental Quality Act, a Negative Declaration has been prepared for
said Amendment and is hereby adopted.
PASSED AND ADOPTED this 21st day of November, 1983.
