HomeMy WebLinkAbout84-03 - Requesting County to include 19th Street in AHFPRESOLUTION NO. 84-3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITHIN THE ARTERIAL HIGHWAY FINANCING PROGRAM THE IMPROVEMENT OF 19TH STREET. WHEREAS, the City of Costa Mesa desires to improve 19th Street from Park Avenue to Fullerton Avenue; and WHEREAS, 19th Street is an important artery in the County of Orange and of general County interest; and WHEREAS, Article 2 and Article 3, Chapter 9, Division 2, of the Streets and Highways Code authorizes a County, if it so desires, to expend funds apportioned to it out of the California Highway Users Tax Fund for aid to any city in the improvement, construction, or repair of a street within a city; and WHEREAS, the Board of Supervisors intends to, by appropriate action, provide in the County Road budget for the Fiscal Year 1984-85 a sun of money for the improvement of streets within the incorporated cities of the County in accordance with the Orange County Arterial Highway Financing Program; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa hereby requests the Board of Supervisors of the County of Orange to allocate to said City from County funds the amount of $523,000.00, said amount to be matched by funds from said City, to be used to aid said City in the improvement of 19th Street from Park Avenue to Fullerton Avenue; said improvements to be in accordance with the attached project statement. BE IT FURTHER RESOLVED that the Board of Supervisors of the County of Orange is hereby requested to find that said improvements on 19th Street in the manner provided, is in the general County interest. BE IT FINALLY RESOLVED that by this Resolution, the City of Costa Mesa agrees with the basic concepts of the Arterial Highway Financing Program; and further agrees that its share of the cost of improvements and rights- of-way will be available for the Fiscal Year 1984-85. Ci y Clerk and ex -officio Clerk of e City Council of the City of Costa &Sa PRELIMINARY PROTECT STATEMENT (PRIMARY ARTERIAL HIGHWAY) FULLERTON AVENUE TO PARK AVENUE (.40 MILES) Project Features The 19th Street project is one of the highest priority projects in the City of Costa Mesa and will alleviate the traffic problems at the intersections of 19th Street and Newport Boulevard and at 19th Street and Harbor Boule- vard. With traffic volume on Harbor Boulevard approaching 40,000 cars a day and Newport Boulevard approaching 50,000 cars a day in the area of 19th Street, the capacity for 19th Street is severely limited. The inter- section capacity deficiencies are compounded by the high left -turn demands which require split signal phases. The project will eliminate the inter- section capacity restraints by providing dual left -turn lanes and a right - turn lane on the 19th Street approaches to Harbor Boulevard and Newport Boulevard. The funds requested are for the construction phase of the project. The alignment shown on the accompanying precise plan has been adopted by the City Council. It is slightly different than the original submittal due to refinements made during our acquisitions. An environmental impact statement will not be required as this project is part of the downtown redevelopment plan for which an EIR has already been prepared and approved. Cost and Fund Source Information The City has financed its portion of the project from Gas Tax Funds, Traffic Safety Funds, and Federal Revenue Sharing Funds.
