A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, EXPANDING THE CENTROCCS
PHASE I PROTECT AREA AND ESTABLISHING THE
CENTROCCS PHASE II PROJECT AREA AND ESTABLISHING
FAIR DEVELOPMENT TRIP CHARGES.
WHEREAS, the Inter --City 5 -Year Transportation Study has determined
that developments proposed in north Costa Mesa and surrounding areas may
severely affect traffic conditions in the surrounding areas; and
WHEREAS, the Inter -City 5 -Year Transportation Study has identified
sane $10 million in 5 -year transportation needs based upon development
forecasts; and
WHEREAS, the Inter -City Transportation Study has determined that
revenues of $48 per development generated trip must be raised in order to
construct necessary transportation improvements to meet the traffic needs
of land developments proposed in the 4 -city area; and
WHEREAS, the City Council of the City of Costa Mesa does wish to
generate these necessary revenues in a fair and equitable manner based
upon the intensity of developments approved within the City of Costa Mesa;
and
WHEREAS, certain developments have already been required to financi-
ally participate in regional transportation improvements contingent upon
expansion of the CENTROCCS Phase I project area;
NOW, THEREFORE, BE IT RESOLVED that the City Council finds that all
Costa Mesa lands north of the Interstate 405 Freeway and all Costa Mesa
lands north of the Route 73 Freeway are within the expanded CENTROCCS
Phase I project area and within the CENTROCCS Phase II project area.
BE IT FURTHER RESOLVED, that staff is directed to include within
project conditions of approval, a requirement that funds for off-site
transportation improvements be deposited or that actual improvements be
required to be constructed, wherever this can be found as a reasonable
mitigation measure arising from the environmental process, pursuant to the
rate schedule recommended in the Inter -City 5 -Year Study and stated herein:
$250 per single-family unit.
$200 per multi -family unit.
62.5¢ per square foot of office, gross floor area.
$1,900 per acre, industrial and manufacturing.
$1,425 per acre, warehousing.
$1.20 per square foot, regional retail commercial, gross floor area.
BE IT FURTHER RESOLVED that staff is directed to include similar
conditions of approval to require funds for off-site transportation
improvements where Environmental Impact Reports or Negative Declarations
have identified mitigation measures whose construction costs would exceed
the revenues which would be generated by the rates set forth above.
