A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA, CALIFORNIA, APPROVING A PROJECT
PURSUANT TO VOTER APPROVAL OF LOW OR MODERATE
INCOME HOUSING.
WHEREAS, Article XXXIV of the California Constitution requires voter
approval of certain low cost housing projects; and
WHEREAS, at the statewide election held on June 3, 1980, the voters of
the City of Costa Mesa approved rental housing developments contemplated by
Article XXXIV of the California Constitution in a volume not to exceed five
(5%) percent of the total dwelling units within the City, subject to City
Council approval following a public hearing thereon; and
WHEREAS, the Costa Mesa Redevelopment Agency has entered into a
Disposition and Development Agreement with Costa Mesa Family Village, a
California limited partnership, pursuant to which 72 units of rental
housing will be provided at three different locations within the City, as
follows: 755 to 771 West 20th Street (36 units); 2015 to 2019 Pomona
Avenue (18 units); and 1924 to 1932 Wallace Avenue (18 units), said units
collectively referred to herein as the "Project"; and
WHEREAS, the Project may be subject to the requirements of Article
XXXIV; and
WHEREAS, the City Council and the Agency have previously held several
public hearings regarding this "Project" and the financing therefor; and
WHEREAS, notice has been duly published in The Register of a public
hearing to consider this issue, and notice has likewise been posted
conspicuously in at least three different places on each of the sites for
the "Project"; and
WHEREAS, The Register is the newspaper having the greatest circulation
within the City of Costa Mesa; and
WHEREAS, the City Council has conducted a public hearing thereon at
which all interested persons have been invited to provide testimony;
Now, THEREFORE, BE IT RESOLVED BY THE City Council of the City of
Costa Mesa as follows:
SECTION 1. The recitals hereof are true and correct.
SECTION 2. The "Project" is hereby approved, and appropriate City
officials are authorized and directed to execute any documents required to
evidence such approval. Said approval is intended to conform to the
requirements of the voter approval of such projects authorized by the
voters on June 3, 1980.
SECTION 3. The multi -family housing units to be constructed on the
"Project", when added to all other housing built or rehabilitated pursuant
to the voter approval of June 3, 1980, does not exceed five (5%) percent
of the dwelling units within the City of Costa Mesa.
