HomeMy WebLinkAbout85-18 - Standards, Height and Design of Walls and FencesRESOLUTION NO. 85-18 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ADOPTING AMENDED STANDNRDS PERTAINING TO THE HEIGHT AND DESIGN OF WALLS AND FENCES. WHEREAS, the City Council adopted Ordinance 85-4 on March 4, 1985; and WHEREAS, that Ordinance specifies that various standards for design and location of walls and fences shall be adopted by resolution of the City Council; and WHEREAS, the Planning Cemmission of the City of Costa Masa has recommended to the City Council that the fence standards listed below and shown on Exhibit A attached hereto be adopted: 1. The maximum height of any fence or wall located bewteen the property line and the required setback line for main buildings, as estab- lished in Title 13 of the Costa Mesa Municipal Code, shall be six feet. 2. Where the grade level on one side of a fence or wall is higher than the grade level on the other side, the permitted fence or wall height shall be measured from the higher grade; provided, however, that the fence or wall shall not exceed nine feet in height as measured fran the lower grade. The nine -foot limit shall not apply, however, when the fence or wall separates a privately owned property frau a permanent public open space such as a street, park, school, or flood control channel, when the permanent public open space is at the lower grade. 3. For fences in excess of six feet, to prevent the blockage of light and/or air fran adjacent dwelling units, there shall be at least a two -foot, six-inch clear separation from any point on the fence to the lowest point of the rafter tail or facia of any adjacent dwelling unit. 4. Fence extensions on property lines abutting public rights-of-way (excluding alleys) shall be consistent in design, color, and material with the remainder of the fence. Fencing above a retaining wall need not be of the same material as the retaining wall. 5. Fences and walls abutting streets classified as primary highways or greater on the City's Master Plan of Highways shall be constructed of the same materials, color, and design as other fences and walls in the same block, under the direction of the Planning Division. It is not the intent of this section to prevent construction of masonry walls in blocks where no masonry walls exist. Newly constructed masonry walls shall be consistent with other masonry walls, if any, in the same block. Newly constructed non -masonry fences shall be consistent with other non -masonry fences in the same block. Masonry walls may not be replaced by non -masonry fences. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa that the fence standards listed above and shown on the attached Exhibit A shall become effective April 4, 1985, and that nothing in this resolution shall be construed as modifying or replacing the standards adopted under Resolution No. 81-47 for noise attenuation walls.
