RESOLUTION NO. 85-46
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, DECLARING AUGUST 6, 1985,
AS THE DAY TO END ALL NUCLEAR WEAPONS EXPLOSIONS
AND 1985 AS THE YEAR TO END THE ARMS RACE.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS
FOLLOWS:
WHEREAS, August 6, 1985, marks the 40th year since the nuclear barbing
of Hiroshima; and
WHEREAS, since 1945, over 1,500 nuclear weapons have been exploded;
and
WHEREAS, on average, one nuclear weapon is exploded somewhere in the
world every week; and
WHEREAS, a cessation of all nuclear explosions would be the first step
toward reducing the likelihood of nuclear war by preventing the development
of new types of nuclear weapons, and by limiting the spread of nuclear
weapons to nations that do not already have them; and
WHEREAS, a cessation of all nuclear explosions would reduce the
reliability of nuclear weapons causing the United States and Soviet Union
to lose confidence in their ability to launch successfully a first strike;
and
WHEREAS, a cessation of all nuclear explosions would improve the
opportunities for agreement during current and future nuclear arms control
negotiations; and
WHEREAS, nuclear weapons threaten our planet and its varied life forms
with massive destruction; and
WHEREAS, the continued accumulation of nuclear weapons casts a dark
shadow on the future of our children and grandchildren; and
WHEREAS, the United States and the Soviet Union control 95 percent of
the world's nuclear weapons; and
WHEREAS, four years (a presidential cycle) have passed without a
sumit meeting by the, heads of government of the United States and the
Soviet Union;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
RESOLVE AS FOLLOWS:
1. Declares 1985 as the year to reverse the nuclear arms race;
2. Requests that the United States, the Soviet Union, and all other
nations with the capability of producing nuclear arms, declare a
Simultaneous Test Ban on the explosion of nuclear weapons on
August 6, 1985;
3. Requests that the President of the United States seek resumption
of the Comprehensive 'lest Ban Treaty talks between the United
States, United Kingdon, and the Soviet Union;
4. Requests that the President of the United States and the Presi-
dent of the Soviet Union meet in summit during 1985 for the
purpose of working in concert to find a joint solution to:
° reducing the threat of nuclear war by accident or design;
° reversing the nuclear anus race;
° preventing the further proliferation of nuclear weapons;
° outlawing the further construction, testing, and deploy-
ment of nuclear weapons.
PASSED AND ADOPTED this 20th day of May, 1985.
