HomeMy WebLinkAbout85-64 - Adopting Ramp Slope RequirementsRESOLUTION NO. 85-64 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ADOPTING RAMP SLOPE REQUIREMENTS FOR THE CITY OF COSTA MESA. WHEREAS, the City wishes to allow latitude for alternative designs as long as they accanplish the goals of the City; and WHEREAS, existing City standards may not readily allow curvilinear designs; and WHEREAS, safe, convenient ramps,can be ensured under the proposed standards; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa that the "City of Costa Mesa Ramp Slope Standards" as set forth in Exhibit A, attached hereto, are hereby adopted for the City of Costa Mesa and will became effective on the effective date of Ordinance 85-21. A ramp driveway exit rising up to a walkway shall have a transition section at least sixteen (16) feet long with a maximum slope of five (5%) percent. 2. The maximum slope for ramps with parking on the ramp shall be five (5%) percent. 3. The maximum slope for a ramp with no parking on the ramp shall be ten (10%) percent except as provided below. 4. Ramps with maximum slopes of twelve and one-half (12.5%) percent or less are pennitted when the following criteria are met: (a) The average slope does not exceed ten (10%) percent; (b) No pedestrians or persons in wheelchairs will be using the ramp; (c) The ramp is straight; (d) Transition slopes are provided which are at least twelve (12) feet long and have a slope equal to one-half the maximum adjacent ramp slope (other designs providing the same vehicle clearance and visibility may be approved by the Transportation Services Manager); (e) There are no "blind spots" within the ramp or transition areas. 5. Ramps which do not meet these requirements may be approved by the Zoning Administrator as a minor Conditional Use Permit. The following factors shall be considered in reviewing such requests; (a) Potential pedestrian or wheelchair use of the ramp; EXHIBIT "A' RESOLUTION NO. 85-64 PAGE 1 OF 2 1-04 - P (b) Whether the ramp is straight; (c) Expected traffic volume on the ramp; (d) Whether the ramp will serve employees or the public; (e) Design of transition slopes; (f) Design consistency between ramps within a project; (g) Whether there are "blind spots" within the ramp or transition areas; (h) Whether the ramp is likely to became wet during inclement weather; (i) The length of the ramp.
