HomeMy WebLinkAbout86-58 - Supporting Proposition 47, Vehicle License Fee Revenue4P, RESOLUTION NO. 86-58 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, SUPPORTING PROPOSITION 47: GUARANTEEING THE VEHICLE LICENSE FEE AS A LOCAL GOVERNMENT REVENUE SOURCE. WHEREAS, the Vehicle License Fee has been a major source of general fund revenues for local government since 1935; and WHEREAS, the California State Legislature gave itself the authority during the period 1978 to 1984 to withhold funds from the VLF to balance its own budget; and WHEREAS, during fiscal year 1981-82, state government kept $270 million of these traditionally local government revenues for its own use; and WHEREAS, during fiscal year 1982-83, state government appropriated $318.1 million to balance its own budget; and WHEREAS, during fiscal year 1983-84, state government kept $374.3 million for its own use, for a total loss to local government of $727.8 million; and WHEREAS, during each of these years, the Legislature was unable to determine how much of these traditionally local government revenues it would need to balance its own budget until after the fiscal year began; and WHEREAS, such delays in determining how much revenues ultimately would be available to local government put the local government budget planning process into disarray; and WHEREAS, the citizens of California's cities and counties are best served when government is funded through reliable, secure, and very pre- dictable revenues; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa does hereby support Proposition 47, which will constitutionally guarantee the Vehicle License Fee as a local government revenue source.
