A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF OOSTA MESA, CALIFORNIA, REQUESTING THE
ORANGE COUNTY TRANSPORTATION COMMISSION TO
ALLOCATE ORANGE COUNTY UNIFIED TRANSPORTATION
TRUST (OCUTT) FUNES FOR HARBOR BOULEVARD
BETWEEN BAKER STREET AND MAC ARTHUR BOULEVARD.
WHEREAS, Chapter 1512, Statutes of 1985 allows the Orange County
Transportation Commission to allocate funds from the rapid transit reserve
to local agencies for the improvement, construction, or repair of local
streets and roads; and
WHEREAS, the Orange County Transportation Commission approved a $12
million OCUIT Streets and Roads Program on April 15, 1986, covering fiscal
years 1986-87 through 1988-89; and
WHEREAS, the three-year program includes $102,316.00 in fiscal year
1986-87, and $245,746.00 in fiscal year 1987-88, for a rehabilitation
project on Harbor Boulevard between Baker Street and MacArthur Boulevard
within the corporate limits of the cities of Costa Mesa and Santa Ana;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Costa Mesa hereby requests the Orange County Transportation Commission
to allocate $13,293.34 for construction engineering and $265,866.75 for
construction, for a total of $279,160.09 in OCUTT funds to the City. This
request is in conformance with the OCUTT allocation process and does not
exceed ninety (90) percent of the programmed amount for construction
engineering nor ninety (90) percent of the OCUTT share of the construction
contract.
BE IT FURTHER RESOLVED that the City of Costa Mesa agrees to fund its
share of the improvement costs in fiscal year 1986-87 and any additional
costs over the programmed OCUTT amount of $348,072.00.
BE IT FURTHER RESOLVED that the City of Costa Mesa has awarded the
contract for the project on Harbor Boulevard for $590,815.00.
BE IT FURTHER RESOLVED that the City of Costa Mesa has (1) designed
the project improvements in accordance with the City's design standards,
and (2) completed and certified all required environmental documentation
for the project.
BE IT FINALLY RESOLVED that the remaining ten (10) percent in OCUTT
funds will be transferred to the City of Costa Mesa when construction is
canpleted and a final report on the project is accepted by the Orange
County Transportation Commission. The City of Costa Mesa agrees to submit
the final report to the Orange County Transportation Commission within
ninety (90) days after the City's acceptance of the improvements.
