HomeMy WebLinkAbout86-127 - Requesting County to Include W. 19th Street in AHFPRESOLUTION NO. 86-127 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITHIN THE 1987-88 ARTERIAL HIGHWAY FINANCING PROGRAM THE IMPROVEMENT OF WEST 19TH STREET. WHEREAS, the City of Costa Mesa desires to improve West 19th Street between Park Avenue and Anaheim Avenue; and WHEREAS, West 19th Street is an important artery in the County of Orange and of general County interest; and WHEREAS, Article 2 and Article 3, Chapter 9, Division 2, of the Streets and Highways Code authorizes a County, if it so desires, to expend funds apportioned to it out of the California Highway Users Tax Fund for aid to any city in the improvement, construction, or repair of a street within a city; and WHEREAS, the Board of Supervisors intends to, by appropriate action, provide in the County Road budget for the Fiscal Year 1987-88 a sum of money for the improvement of streets within the incorporated cities of the County in accordance with the Orange County Arterial Highway Financing Program; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa hereby requests the Board of Supervisors of the County of Orange to allocate to said City from County funds the amount of $188,000.00, said amount to be matched by funds from said City, to be used to aid said City in the improvement of West 19th Street between Park Avenue and Anaheim Avenue; said improvements to be in accordance with the attached project statement. BE IT FURTHER RESOLVED that the Board of Supervisors of the County of Orange is hereby requested to find that said improvements on West 19th Street in the manner provided, is in the general County interest. BE IT FINALLY RESOLVED that by this Resolution, the City of Costa Mesa agrees with the basic concepts of the Arterial Highway Financing Program; and further agrees that its share of the cost of improvements and rights- of-way will be available for the Fiscal Year 1987-88. Brock Date December 22, 1986 Title Assistant City Engineer * FroAm attached Exhibit 15 Page 1 of 2 PRELIMINARY PROJECT STATEMENT WEST NINETEENTH STREET PARR AVENUE TO ANAHEIM AVENUE Project Features West 19th Street at the project limits currently exists as a four lane facility with a roadway width of 64 feet. The purpose of this project is to widen the existing roadway to a Costa Mesa Standard Primary Highway with a roadway width of 92 feet providing for six lanes of traffic and median area. East of Park Avenue, 19th Street was recently improved to the ultimate width with all of the widening to- the south side of the roadway. This project begins at Park Avenue with widening all on the south side and at the centerline of Maple Street begins a transition, by way of a 3,000 foot radius (on centerline) reverse curve back to symetric about the existing centerline at Anaheim Avenue. Participation on the part of the Costa Mesa Redevelopment Agency has provided for all of the right of way dedication on the south side. Necessary right of way takes on the north sides will be funded for 1008 by the City. Source of City Funding At this time, City funding has not yet been allocated. However, it is anticipated that the City's 1987-88 City Budget will include funding for this project from City Gas Tax Funds. Developer Participation As previously mentioned under project features, all required right of way on the south side of the project has been dedicated by the Costa Mesa Redevelopment Agency. In addition, the proposed development will be financially responsible for the construction of all of the sidewalk on the south side of the project as well as any esthetic improvements included in the project. Merits of Project for Consideration for Funding West 19th Street in the City of Costa Mesa is a heavily traveled Primary Arterial Highway. The limits of this project currently exist as a four lane facility (two lanes in each direction), carrying an average of 24,000 vehicles per day. It is estimated that the average daily traffic will increase to approximately 31,000 within ten years, but this figure could be affected by the completion of the first phase of the Costa Mesa Freeway which is scheduled for construction in 1988 and which will terminate just north of 19th Street and the 19th Street bridge over the Santa Ana River. In addition, the concurrent adjacent redevelopment project, coupled with a recent pavement condition report, makes this project most important at this time to avoid a second 'project in the immediate future which would disrupt adjacent businesses along with the new redevelopment project. r N N c0 9
