A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, REQUESTING THE COUNTY
OF ORANGE TO INCLUDE WITHIN THE 1987-88 ARTERIAL
HIGHWAY FINANCING PROGRAM THE IMPROVEMENT OF DEL
MAR AVENUE.
WHEREAS, the City of Costa Mesa desires to improve Del Mar Avenue
between Newport Boulevard and Elden Avenue; and
WHEREAS, Del Mar Avenue is an important artery in the County of Orange
and of general County interest; and
WHEREAS, Article 2 and Article 3, Chapter 9, Division 2, of the
Streets and Highways Code authorizes a County, if it so desires, to expend
funds apportioned to it out of the California Highway Users Tax Fund for
aid to any city in the improvement, construction, or repair of a street
within a city; and
WHEREAS, the Board of Supervisors intends to, by appropriate action,
provide in the County Road budget for the Fiscal Year 1987-88 a sum of
money for the improvement of streets within the incorporated cities of the
County in accordance with the Orange County Arterial Highway Financing
Program;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Costa Mesa hereby requests the Board of Supervisors of the County of Orange
to allocate to said City from County funds the amount of $170,000.00, said
amount to be matched by funds from said City, to be used to aid said City
in the improvement of Del Mar Avenue between Newport Boulevard and Elden
Avenue; said improvements to be in accordance with the attached project
statement.
BE IT FURTHER RESOLVED that the Board of Supervisors of the County of
Orange is hereby requested to find that said improvements on Del Mar Avenue
in the manner provided, is in the general County interest.
BE IT FINALLY RESOLVED that by this Resolution, the City of Costa Mesa
agrees with the basic concepts of the Arterial Highway Financing Program;
and further agrees that its share of the cost of improvements and rights-
of-way will be available for the Fiscal Year 1987-88.

Project Features
Del Mar Avenue at the project limits currently exists as a two
lane facility with a roadway width of 40 feet.

The purpose of this project is to widen the existing roadway to

a Costa Mesa Standard Primary Arterial Highway at Newport Boulevard
with a roadway width of 91 feet(plus a 10 foot turn pocket)

transitioning to a secondary width at Elden Avenue and transitioning

to the existing roadway east of Elden Avenue.

All required right of way for this project has previously been

acquired.
Source of City Funding
At this time City funding has not yet been allocated, however,
it is anticipated that the City's 1987-88 Capital Improvement
Budget will include funding for this project from City Gas Tax
Funds.
Source of "Others" Funding
Costs listed under "others" on the attached Exhibit 15 include
Mesa Consolidated Water District and Costa Mesa Sanitary District.
Merits of Project for consideration for Funding
Del Mar Avenue, in the City of Costa Mesa extends from Newport
Boulevard to Santa Ana Avenue and is currently designated as a
Primary Highway on the Master Plan of Arterial Highway.
This project will provide for the ultimate bridge width over
the Costa Mesa Freeway as well as lining up with street widening
improvements on Fair Drive west of Newport Boulevard expected in
1987.
Upon completion of the Costa Mesa Freeway, the resultant high
capacity interchange will serve the unique traffic needs of the
Fairgrounds as well as regional traffic growth.
