RESOLUTION NO. 87-86
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, DIRECTING THAT THE ELEC-
TION BE HELD ON NOVEMBER 3, 1987, FOR THE VOTERS
TO IECIDE WHETHER OR NOT TO INCREASE THE APPRO-
PRIATIONS LIMIT.
THE CITY COUNCIL CF THE CITY OF COSM MESA DOES HEREBY RESOLVE AS
FOLL04E :
SECTION 1. That this City Council of the City of Costa Mesa hereby
proposes to the voters of the City that the appropriations limit of the
City of Costa Mesa be increased beyond that calculated in accordance with
the provisions of Articles XIII B of the State Constitution.
SECTION 2. That pursuant to Section 4 of Article XIII B of the State
Constitution an election is called to be held throughout the City of Costa
Mesa on November 3, 1987, for the purpose of submitting to the qualified
voters of the City a measure which if approved by the voters of the City
will authorize and allow the City of Costa Mesa to increase for four years,
effective Fiscal Year 1985-86, its appropriations limit.
SECTION 3. That on the ballots to be used at the election on Novem-
ber 3, 1987, there shall be submitted to the voters of the City the follow-
ing proposal as the same is to appear on the ballots:

APPROPRIATIONS LIMIT INCREASE
To provide more safety for the public, to improve the condition of the City
streets, curbs, gutters, parkways and sidewalks, and to fund the construc-
tion of new sidewalks for pedestrian safety and community improvement,
shall the appropriations limit of the City of Costa Mesa be increased to
the amount of the actual proceeds of taxes received in each year for the
four fiscal years starting with the Fiscal Year 1985-86?
SECTION 4. That the increase in the appropriations limit if approved
by the voters shall be for four years. The total appropriations limit for
the City for each of the four years shall be the amount calculated by the
usual method plus all additional proceeds of taxes actually received each
year above the appropriations limit thus calculated.
SECTION 5. That the additional proceeds of taxes authorized for
appropriation by this measure shall be used as follows:
a. Fifty (50) percent of the funds shall be allocated for street
maintenance projects throughout the City.
b. Thirty (30) percent of the funds shall be allocated for the
replacement of damaged curbs, gutters, parkway trees and side-
walks throughtout the City.
c. Twenty (20) percent of the funds shall be allocated for the
construction of new sidewalks, throughout the City with priority
hereby granted to the construction of sidewalks where currently
missing on the "Safe Route Tb School" plan and on arterial high
ways for pedestrian safety.
SECTION 6. The City of Costa Mesa, to insure that the funds appropriated
by reason of this measure constitute an increased level of public safety,
shall annually appropriate an amount not less than One million, five hundred
thousand dollars ($1,500,000.00) for street maintenance and Four hundred
thirty seven thousand dollars ($437,000.00) for curb, gutter, parkway tree
and sidewalk replacement, in addition to the expenditure of these "excess
proceeds of taxes" as herein referenced.

SECTION 7. The election called by this resolution is hereby ordered
consolidated with the School/Special Districts Elections to be held on
November 3, 1987.
